The purpose of the article is to consider, using the example of the EU and Russia, potential challenges and problems of legislative regulation of green finance in the framework of the implementation of the current sustainable development agenda. Using the method of political and legal analysis, the study analyzes the current state of legal regulation and political initiatives of the Russian Federation and the EU in the field of green finance. Initially, the paper considers the legal institutionalization of green finance in the field of financial legal relations, and certain legal aspects related to environmental taxes within the framework of the green finance system. Further the work moves on to a review and analysis of EU and Russian policy along with legal and regulatory aspects in the field of green finance. The research gives reason to say that both Russia and the EU are characterized by the lack of unified definitions within the framework of green investments, which creates additional obstacles for potential investors. Of particular importance for the development of the green finance sector is the development of systems and standards for assessing the impact of green finance on the achievement of environmental goals. However, there is currently no legal institutionalization of such standards, which takes the issue beyond the scope of direct legal regulation. Russia, in order to join the global process as a full participant, needs to work out a number of issues of a legal and organizational nature, including issues of the legal nature and system of environmental payments, their administration, in particular determining the procedure for interaction with external verifiers in the framework of the green projects implementation. The lack of political motivation inhibits initiatives in the sphere, while the issues of legal regulation often undeservedly remain in the shadows. This, in turn, causes a theoretical gap, which this work intends to fill. In order to ensure sustainable development, the possibilities of international regulatory cooperation and the harmonization of legislation are becoming important. From a practical point of view, the study is of interest to both lawyers and specialists in the field of financing and investment.

The concept of green growth and sustainable development is turning into a global ideology guiding the transformation of national economies. The focus is shifting from quantitative assessments of performance to rational choice conditions. Rationality is becoming the decisive factor behind sustainable green growth, and a change in the financial model that supports such growth may be needed. Therefore, the most urgent problems relating to sustainable growth are the transformation of the finance system, on the one hand, and the creation of a new financial paradigm based on the principles of responsible investment and corporate social responsibility, on the other. This study aims to consider the theoretical and practical aspects of creating a national green finance model ensuring sustainable growth in the Russian Federation. The development of a green finance mechanism and a green bond market in Baltic Sea countries is analysed to determine national features and explore the possibility of translating the Baltic experience into practice in Russia. The research uses methods such as economic observations, economic description, structural and logical analysis, and systems analysis. Perhaps the most significant finding is the description of a methodological framework for sustainable development theory, as seen by major schools of economic thought. Studying the experience of Baltic Sea countries in creating a new finance model of responsible investment helped detect national features and development priorities that can be used in Russia in devising the ideology, principles, and mechanism of green growth and sustainable growth financing.

The article examines the current trends in the investment activity of hop farming in the main hop-producing countries. The structure of investments in fixed assets of the industry in large specialized farms in the USA (Washington State University methodology), in small farms in the USA (joint methodology of the University of Michigan and Vermont), in average farms in Europe (SIMAHOP methodology of the Slovenian Institute of Hop Research and Brewing) and in farms of the Chuvash Republic — the main hop-producing region of Russia (model CCU of the Czech Republic “Agro-Innovations”). According to the results of the study, it was revealed that the hop growers bear the greatest investment costs at the initial stage — during the construction of the hop frames and the laying of hops. Capital investments at this point account for 50-60% of all long-term investments. On average, 15% to 19% of investments are invested in the purchase of specialized machinery and equipment. From 20% to 30% is occupied by investment costs for hop harvesting points.
