Gravitating toward the quadruple helix: international connections for the enhancement of a regional innovation system in Northeast Italy

Abstract: The majority of previous Regional Innovation System (RIS) studies generally provide a rather static overview of the roles of innovation-creating actors. This article explores a single RIS in Trentino in Italy. The case shows that the roles of three actors (i.e., the provincial government, academia/research centers, and firms) are vital in creating the RIS, and that the provinciallevel government policy is important in supporting the innovation activities of regional research institutions and firms aimed at dev… Show more

“…THM relations have overtaken previous models, whether laissez-faire or socialist, in which either the economy or polity played a leading role [38]. In a statist regime, government drives universities and industry and, in its statist role, a regional government could introduce an institutional framework made up of regulations and policies, managing the activities of the other actors [48,49]. Under a laissez-faire regime, industry is the front runner, with the other two institutions acting as ancillary structures.…”

“…In the course of the development of their international operations, all the case firms seized the opportunity to advertise their products at trade fairs and developed important and useful relationships with foreign customers. These trade fairs acted as important knowledge circulating pipelines for the case firms which helped these firms to succeed in foreign markets (Jean, 2014;Lew et al, 2016).…”

“…Specifically, Leydesdorff () highlights that an important aspect is to find out under what circumstances expanded interactions can be anticipated to contribute to increased synergies. These calls for additional RIS features suggest the need to go beyond the triple helix model to an approach of additional features called the quadruple helix, or the n‐tuple, to enhance our understanding of RISs (Leydesdorff, ; McAdam et al, ; Lew et al, ). The fourth dimension is often described as the end user, customer or community (Carayannis and Campbell, ; Miller et al, ).…”
