In light of the growing concern about the potential for Russian state sponsored media to be used as a propaganda tool, this study uses the Yandex News algorithm to show the differences in Russian news generated for the United States, Estonia, and Russia. The authors apply and build on the traditional studies of news framing in order to (1) identify cases where headlines and articles are framed differently, (2) determine the relationship between the topic and frame used, (3) compare these findings across three countries, and (4) generate discussion surrounding the reasons for similarities and differences in each case. The use of the Yandex news algorithm, which has been a subject of speculation when it comes to Russian news media, sheds light on how the tool displays information in different country contexts and shows that there is a statistical difference in the issues that appear in the algorithm-generated headlines for each country.

El crecimiento de las investigaciones sobre el comportamiento digital de los regímenes autoritarios muestra dispersión en los casos de estudios y los enfoques que se aplican para desarrollar los análisis de estos. En este artículo de revisión, hacemos un repaso de la literatura e identificamos los temas y los hechos que han motivado la proliferación de estos trabajos académicos. Especificamos nuestra revisión en las características que son notables en Twitter, por ser el medio de mayor presencia de los políticos en este tipo de régimen. Aunque la investigación actual ha avanzado mucho en cuanto al análisis de las condicionantes, las actividades y el impacto de los medios sociales en los regímenes autoritarios, aún creemos que son indelebles los estudios enfocados en el líder autoritario y en determinados contextos, como es el caso del latinoamericano. Por tanto, a raíz de esta pesquisa sostenemos la necesidad de continuar el desarrollo teórico y el progreso empírico. Una conclusión de este estudio es que el dominio de las visiones de China y Rusia puede ser entendida y aplicada a otros contextos autoritarios.

A Friend in Need? The Sino-Russian Relationship Under the Coronavirus Crisis in Twitter: a Russian Perspective

The paper focuses on the COVID-19 as a stress test to the Sino-Russian strategic partnership: has it driven Russia and China closer together, farther apart, or made no difference? Employing content analysis of official Russian discourse as expressed by the Kremlin, the Government, and the Ministry of Foreign Affairs (MFA), both via their official web pages (104 online publications) and Twitter accounts (260 tweets), this study focuses on the Russian twiplomacy as a more suitable mean to reflect the real-time changes of an evolving crisis. The analysis demonstrates that the Sino-Russian relationship extends beyond the “axis of convenience.” It does not, however, correspond to the support expected from a consolidated (comprehensive) strategic partnership, nor does it achieve the intensity of soft balancing (vis-à-vis the USA) in a particularly polarized and politicized international context.
