Purpose This study aims at validating a scale for the perception of competences and attitudes of the Portuguese public administration employees. The sample of this study consists of 1,119 participants working in public administration and other labour sectors in Portugal. The psychometric qualities of this instrument were studied to assess its use in future studies. Design/methodology/approach An initial exploratory factor analysis showed that the scale is composed of one factor, with a Kaiser–Meyer–Oklin value of 0.83. The subsequent confirmatory factor analysis performed in AMOS 27 confirmed the existence of a single factor. Findings The analysis of the psychometric qualities of the scale allows concluding that it can be applied in the context of the Portuguese public administration. Originality/value Given the universality of the competences and attitudes adopted, it can be extended to other work and cultural contexts.

INTRODUCTIONLanguage is a dynamic and ever-evolving system that reflects the complexity of human thought, culture, and society. Within this intricate tapestry of words and meanings, the study of axiological concepts has emerged as a fascinating and vital area of investigation in contemporary linguistics. Axiology, the branch of philosophy that concerns itself with values and ethics, holds a pivotal role in shaping our understanding of the world and our place within it. Axiological concepts encompass notions of morality, ethics, beliefs, and principles that underpin our decisions and actions, ultimately influencing how we navigate the labyrinthine landscape of human existence.The modern linguistic space is marked by an ongoing transformation fuelled by globalization, digital communication, and cultural exchange. In this dynamic environment, the meanings and connotations of axiological concepts are constantly shifting, adapting, and intersecting with diverse worldviews and perspectives. This article embarks on a comprehensive scientific analysis to explore the intricate dynamics of axiological concepts in this ever-changing linguistic terrain.Axiological concepts in linguistics are rooted in the philosophical field of axiology, which explores the nature of values, ethics, and their role in human thought and behaviour. In the linguistic context, axiological concepts encompass a wide range of values, including moral, ethical, cultural, and societal values, all of which are encoded and expressed through language. These values often serve as the foundation upon which individuals and societies construct meaning, communicate, and make decisions.One of the foundational theories in modern linguistics is linguistic relativism, often associated with the Sapir-Whorf hypothesis 1 . This theory suggests that the language we use can influence our perception of reality and, by extension, our values and ethical judgments. Environmental, social, and governance (ESG) focus continues to gain traction in the mining industry through publicly made policies, promises, and commitments. In 2022, both ESG and technological investments were identified in the top trends by Deloitte and in the top risks and opportunities by Ernst and Young. As the first step in the value chain, the mining industry sets the foundation for most industries in meeting their ESG targets. Beyond providing sustainable materials, the mining industry is required to produce the critical minerals needed for the creation of sustainable technologies. With an ongoing debate on how ESG factors should be measured and inconsistent reporting between mining companies, there remains a gap in consistent and auditable progress in ESG reporting. This study evaluates the application of a digital twin technology to bridge the gap in ESG reporting. By examining the use of digital twin technology through thirty case studies and theoretical applications across industries that share commonalities with mining, this study analyzes the opportunity to apply the technology to the mining industry. The research found that digital twin technology can be applied across all mining project phases and can provide added value to improve multiple ESG factors and measure them. Though the research identifies that there are benefits from the application of digital twin technology to all project phases, and across all three ESG dimensions, there remains challenges to implementation. Successful implementation of digital twin technology will require the right people with the right capabilities. Though suggested that the mining industry should let other industries stabilize the digital twin market due to their history and substantial investment in data systems, it is arguable through literature, case studies and leading mining companies’ investments in precursor technologies to digital twins, that solutions are available and scalable, and the time to wait is over.
