Latin America has a long history of extractive and exploitative territorial activities, dating back to the colonial era. However, in the last decade there has been a steep increase in these activities, and in socio-environmental conflicts, in Latin America. There are indications of the links between the exploitation of natural resources and the violation of human rights, which materializes in the Amazon through the increase of expulsions and evictions of families, assassination attempts, murders, illegal imprisonments, intimidation, and threats. The main targets of these crimes are leaders who head the struggle to defend the rights of collectivities to land and territory, the environment, human rights and their multiple cultural and life expressions. The state of Pará (Eastern Amazonia) has appeared in the last decade as one of the states in Brazil with the highest incidence of cases of land conflicts, assassinations, aggression, defamation, and death threats directed against community leaders and environmental defenders. Thus, this article aims to quantify, characterize and reflect on the environmental defenders and community leaders suffering death threats and under legal protection in the state of Pará, Eastern Amazonia (between 2014 and 2020). It also seeks to identify the main activities and sectors that threaten these groups and the reasons behind the intensification of threats in recent years.

Inside-out strategic coupling for smallholder market integration – Mango production in Malawi as a test case

Starting from the observation that value chain research has informed much of agricultural development interventions in recent decades, this paper identifies five key challenges to current agricultural development policies in low- and middle-income countries (LMICs): access to finance, infrastructure, land tenure, local linkages and knowledge transfer. Based on this review, it is argued that recent theoretical advances in the global production network (GPN) approach can help to achieve a more holistic view of agricultural development policies than the more linear value chain research. In particular, three key concepts from the GPN approach are highlighted: mobilisation of regional assets, strategic coupling and territorial embeddedness. These key concepts are used to propose a framework called ‘insight-out strategic coupling for smallholder integration’, which builds on the concept of strategic coupling in GPN research and applies it as a development tool to agricultural production. Using an in-depth case study approach, the usefulness of this framework is tested by examining the experience of Malawi Mangoes, a company established to promote smallholder exports. Malawi Mangoes was initially funded by private equity, but despite a number of challenges along the way, was soon able to attract development funding and integrate smallholders from surrounding villages throughout-grower schemes. Analysis of the case shows both the usefulness of the framework and the lost potential in implementing agricultural development policy. The authors conclude that the framework is useful for linking current debates on agricultural development interventions, but that the findings of critical GPN research need to be taken into account when developing agricultural development interventions in order to respect the ‘do no harm’ principle.

En Argentina las zonas de explotación de litio coinciden mayormente con territorios ancestrales habitados por los pueblos indígenas. La presencia de tales comunidades involucra derechos a la autonomía y la autodeterminación que fácilmente entran en tensión con los intereses del Estado y de las diversas empresas que operan en el territorio. En el presente artículo analizamos las estrategias que despliegan los actores indígenas ante el incumplimiento de derechos constitucionalmente reconocidos. A partir de un estudio realizado en las comunidades de Salinas Grandes y Laguna de Guayatayoc, entre 2009 y 2019, se demuestra que frente a derechos constitucionales incumplidos las comunidades indígenas han desplegado una estrategia acumulativa y complementaria sustentada en su derecho a la autodeterminación. El análisis y la información presentada en este trabajo se desprende de dos técnicas de recopilación de datos: el análisis y sistematización de documentos primarios y secundarios y las entrevistas en profundidad a actores del territorio. Se concluye que en un marcado contexto de juridificación las comunidades indígenas emplearon en forma combinada la acción judicial-legal, la acción directa y la acción de reinterpretación comunitaria con el objetivo de exigir sus derechos a decidir el respeto a su territorio, a sus formas de vida y producción, y a su propia subsistencia como comunidad.
