Policy has been mostly approached as a rational project of setting goals and establishing rules and roles to achieve them. Alternative approaches to policy have been referred to as post-positivist, critical-reflexive and relational. They all emphasize emergent, co-evolutionary and relational aspects of policy work that cannot be reduced to rational choice and reasoning-based models alone. A shared element of such frameworks is the focus on relationships, which are seen not just in a narrow sense of the “logic of appropriateness,” but as a force that shapes actors’ identities, interests and power. Following relational analytical approaches, we analyze a triangular development cooperation project funded by the United States Agency for International Development (USAID) and the Government of Indonesia in order to strengthen gender mainstreaming (SGM) of Fijian government. Through attention to relationality as it shapes actors’ identities and narratives, we demonstrate how a different form of learning employed by each actor facilitated harmony in the project. A key mediating factor in the smooth project co-evolution that we observed, was the ambiguous project design and vaguely articulated goals, supported by fragmented project setup and reporting. Such ambiguity allowed formulation of multiple versions of the project’s outcomes for multiple audiences. However, it also resulted in little impact on the ground in Fiji. Our findings support persistent criticism of development aid projects in small island states for rarely addressing problems of target populations.

Reclaimed water is considered to be an important alternative to freshwater to solve the imbalance between the supply and demand of regional water resources; it is also recognized as an effective tool for alleviating ecological problems caused by insufficient water flow. Yiwu City is a typical area experiencing a water shortage in southeastern China because the regional water resources are limited. In this study, the multiple water resource allocations in Yiwu City are optimized, the complex coupling model of multiple water resource allocation is established, and both the economic and ecological effects of multiple water resource allocation in Yiwu City are simulated and analyzed. The simulation results of optimizing the multiple water resource allocations show an efficient way of reclaimed water utilization in this typical Chinese city. In order to ensure the future economic and social development of Yiwu City, it is necessary to introduce reclaimed water into different fields, such as residential water, industrial water, agricultural water, and environmental water. Reclaimed water has also proven to have a high capability for pollutant control and reduction, which is also important to the ecology and environmental protection.

Integrated water resource management (IWRM) is a well-established goal, but there is little evidence about processes of integration linked to water policies. To address this, in 2016–2018 we used a content analysis, a survey and interviews with key actors leading the creation of plans to implement Europe’s Water Framework Directive and the Floods Directive. We explored whether and how implementation of these policies is being coordinated and reflect on implications for integrated water governance. We found a strong emphasis on achieving integration via coordination. Our interviews brought particular attention to the resources and capacities needed to improve collaboration across teams, including but not limited to information-sharing. Our study gives insight into practical approaches that may support coordination and hence integration of different policy goals for water management: however further theoretically-informed study to track these and other processes is required, as work to connect policy integration with IWRM is still in its infancy.
