Global energy efficiency governance in the context of climate politics

Abstract: This paper argues that energy efficiency and conservation is a noncontroversial, critical, and equitable option for rich and poor alike. Although there is growing scientific and political consensus on its significance as an important option at global and national level, the political momentum for taking action is not commensurate with the potential in the sector or the urgency with which measures need to be taken to deal with climate change. The current global energy (efficiency) governance framework is diffus… Show more

“…This is partly attributable to the notion of energy security, which implies that most states did not wish to give up control over energy governance to an international agency (cf. Florini and Sovacool 2009, Goldthau and Witte 2009, Gupta and Ivanova 2009, KarlssonVinkhuyzen 2010, Gupta 2012. However, the negative externalities of energy production, distribution, and consumption systems call for increasing global governance on energy.…”

“…For example, Hughes (2009) suggests that energy security should include the four Rs: Review (availability and situation), Reduce (conserve), Replace (shift to other sources) and Restrict (new demands). Increasingly energy security, environmental, economic and social challenges call for increased demand side management, conservation, and energy efffijiciency (IPCC 2007: 13;Egenhofer et al 2004;Gupta & Ivanova 2009). …”

“…Most UN agencies working under the umbrella of ECOSOC have, in one way or another, activities that focus on energy issues. For example, an examination of the activities of UN agencies working on energy efffijiciency and demand side management revealed that 18 agencies are working on these issues (Gupta & Ivanova 2009). This shows the degree of dispersal of energy governance on only one specifijic energy issue area.…”
