Natural disasters worldwide have highlighted the need for special logistical treatment, called humanitarian logistics. It is known, however, that there are significant challenges in implementing systematized logistics processes, especially those related to the infrastructure and location of humanitarian assistance centers and coordination of emergency processes, including the location of temporary shelters. This paper proposes a hybrid approach of a mathematical multicriteria model based on utility theory and FITradeoff for portfolio problems to assist the management of emergency coping strategies for disaster risks caused by urban flooding. Focusing on the principles of humanitarian logistics for prioritizing the spatial location of temporary shelters. By addressing objectives that require a global and comprehensive view, the multicriteria methods are effective in risk management due to their main characteristic of recognizing subjectivity as an intrinsic part of decision problems. Therefore, four criteria were raised to evaluate the order of prioritization for the deployment of temporary emergency shelters. Therefore, complex situations such as flooding, which require contingency planning over large areas and managing logistical activities, are difficult and complex tasks. As a result, therefore, a subset of locations to be considered as community or collective temporary shelters was established, as well as the computational vision and the logistic operations mode needed to operate these shelters and save lives, which constitutes a helpful decision support tool regarding the selection and location of temporary shelters capable of assisting in the construction of the Emergency Plan in response to floods, at the strategic or operational level of logistical decisions.

Flash flood is the most recurrent natural threat in the northeastern part of India, especially during the peak of the monsoon season. Considering the exponential rise in the frequency of flash flood events, identifying the Flash Flood Vulnerable Zones (FFVZs) is one of the most crucial findings to limit their negative consequences. In this study, Grey Fuzzy Analytic Hierarchy Process (GFAHP) based model integrated with the Geographic Information System (GIS) is implemented to assess the flash flood vulnerability in the Ranikhola watershed, East Sikkim, India. The GFAHP combines the benefits of all the traditional Multi-Criteria Decision-Making (MCDM) approaches. The Fuzzy Analytic Hierarchy Process (FAHP) is used to compute the weights, while the weight coefficients are evaluated using the Grey method. A novel Flash Flood Vulnerability Index (FFVI) is proposed to assess the flash flood vulnerability that takes into account twelve natural and anthropogenic parameters. Further, the FFVI map is classified into three FFVZs: low, moderate, and high. The efficacy of the flash flood vulnerability map is calculated by a single effectiveness value (EV), and the result is between moderate and more significant. The sensitivity analysis results show the influence of individual attributes on FFVI and FFVZs.

With the increasing cross-regional impact of climate change increasing in recent years, the Han River Basin, as a vital water resource supply and densely populated area in China, faces severe cross-regional flood threats and challenges. The systematic consideration of flood regulation throughout the entire upstream and downstream of the basin has become imminent. Our research aims to gain a deeper understanding of the ecosystem flood regulation service flows from upstream to downstream within subbasins and catchments scales of the Han River Basin. The results showed that the overflow path from upstream to downstream of the flood was basically consistent with the trend of the stream and the main tributaries of the Han River. It emerged that subbasins c, e, g, h and k were the key areas for the overall regulation of the upstream and downstream floods at subbasin scale. A total of 11 catchments overflow into their adjacent downstream catchments across the subbasins, a fact which is critical for catchment scale flood regulation. What’s more, there is evident interaction not only between adjacent subbasin and catchment units but also substantial exchange of service flows between non-adjacent units. Notably, catchment c’s flood regulation service flow was primarily contributed by its non-adjacent units. These findings not only contribute to filling the current knowledge gap in cross-watershed flood overflow and flood regulation service flows, but also provide support for the integrated response of upstream and downstream flood disaster risk management at the whole basin scale.
