Photon strength functions describing the average response of the nucleus to an electromagnetic probe are key input information in the theoretical modelling of nuclear reactions. Consequently they are important for a wide range of fields such as nuclear structure, nuclear astrophysics, medical isotope production, fission and fusion reactor technologies. They are also sources of information for widely used reaction libraries such as the IAEA Reference Input Parameter Library and evaluated data files such as EGAF.arXiv:1910.06966v1 [nucl-ex] 15 Oct 2019 Fig. 1 (Color online) Schematic representation on how NLDs and PSFs are extracted from the primary γ-ray spectrum. Breaking of axial symmetry in excited nuclei as identified in experimental data

Abstract.A phenomenological prediction for radiative neutron capture is presented and compared to recent compilations of Maxwellian averaged cross sections and average radiative widths. Photon strength functions and nuclear level densities near the neutron separation energy are extracted from data without the assumption of axial symmetry -at variance to common usage. A satisfactory description is reached with a small number of global parameters when theoretical predictions on triaxiality (from constrained HFB calculations with the Gogny D1S interaction) are inserted into conventional calculations of radiative neutron capture. The photon strength is parametrized using the sum of three Lorentzians (TLO) in accordance to the dipole sum rule. The positions and widths are accounted for by the droplet model with surface dissipation without locally adjusted parameters. Level densities are influenced strongly by the significant collective enhancement based on the breaking of axial symmetry. With the less stringent requirement of invariance against rotation by 180 • a global set of parameters which allows to describe the photon strength function and the level densities in the nuclear mass range from mass number 50 < A < 250 is found.

Abstract. Analytical expression for the E1 photon strength functions (PSF) is modified to account for the low-energy enhancement due to nuclear structure effects (presence of pygmy dipole resonance (PDR)). A closed-form expression of the E1 PSF function includes response of two nuclear states -PDR and giant dipole resonance (GDR). Expression for the nuclear response function on electromagnetic field is based on a model of excitation of two coupled damped states. This approach is tested for different data sets for spherical nuclei. Impact on the PSF shape of coupling between the PDR and GDR excitations is considered.
