Finanz-und Wirtschaftskrise 2008/09, COVID-19-Pandemie, Ukrainekrieg und protektionistische Politikmaßnahmen haben zu einer partiellen Abnahme der internationalen Arbeitsteilung geführt. Vor diesem Hintergrund analysiert der Beitrag aus einer politökonomischen Perspektive Verteilungseffekte, Rodriks Trilemma, das Fehlen eines Hegemons sowie die mangelnde Attraktivität des Modells der Hyperglobalisierung für den globalen Süden als wesentliche Erklärungsfaktoren für die Globalisierungskrise. Ob zukünftig eine De-oder Re-Globalisierung dominieren wird, hängt neben politischen Machtverhältnissen nicht zuletzt von den ambivalenten Effekten von Digitalisierung und Klimawandel ab.

The article claims that we should not just look towards a utopian future in fulfilling a claim about realization of a cosmopolitan, non-national world order. Already during antiquity the idea of a transcendent universal order took on a differentiated form at the same time as there happened to be institutionalization. Since the legal revolution of the long 12th century, this duality has been constitutional and has had a hierarchical structure. However, not only was the invention legal, it was also organizational; hence, the modern political, legal and organizational powers emerged long before the more celebrated state-building processes of the 16th and 17th centuries. The point is that the order was both political and cosmopolitan, institutional and universal. The nation-state was an exception compared with this long and widespread legacy of cosmopolitan power. But the universality of subjective rights was re-institutionalized according to principles that excluded inequalities. This was set in motion even before the UN Charter, not just with the ideas of 1789 but also institutionalized in Roosevelt’s New Deal together with the social and political rights that were institutionalized specifically as a consequence of the World Wars and the political claims that followed.

Zusammenfassung: das Konzept der Staatsräson, wie es von Friedrich Meinecke entwickelt worden ist, bildet die Folie der untersuchung der bundesdeutschen Staatsräson vor und nach 1989. dabei wird die these entwickelt, dass die bundesdeutsche Staaträson vor der Vereinigung überdeterminiert war, nach der Vereinigung durch die veränderten internationalen Strukturen unterdeterminiert. diese these wird hinsichtlich ihrer innen-und außenpolitischen dimensionen ausgeleuchtet. die deutsche Außenpolitik hat auf diese unterdeteminiertheit noch keine klare Antwort im Sinne einer eindeutigen Prioritätensetzung ihrer unterschiedlichen Handlungskreise gefunden. dies hat zur Folge, dass außenpolitische entscheidungen einen eher situativen Charakter tragen als eine zugrunde liegende Staatsräson widerzuspiegeln, die über Ziele, Wege und Mittel deutscher Außenpolitik Auskunft geben kann.Abstract: the concept of Staatsraeson as formulated by Friedrich Meinecke serves as a heuristic model for the analysis of German foreign policy before and after 1989. the article argues that external and internal constraints strongly determined the Staatsraeson of the Federal Republic before 1989. After unification, the international environment of the Federal Republic changed, opening new options for the Federal Republic's foreign policy. Germany has not yet formulated a stringent set of political preferences that could be summarized as a new Staatsraeson. thus, foreign policy decisions in Germany appear erratic and bound by circumstance rather than being based on a set of premises that can be described as the Staatsraeson of Germany.
