The main content and problems of implementing the Sendai Framework for Disaster Risk Reduction in the Eurasian geopolitical and geoeconomic space, and the formation of framework platforms in various Eurasian regions are actualized in the article. The legal and economic basics of the Russian platform are revealed through the example of the integrated security system in the Arctic zone of the Russian Federation. The place and role of the EMERCOM of Russia in implementing the Sendai Framework for Disaster Risk Reduction, its contribution to the development of indicators, and terminology related to disaster risk reduction are shown.

The paper considers new approaches to the use of unmanned aerial vehicles (UAVs) and associated technologies of emergency warning under extreme conditions of the northern climatic zones for expanding the search and rescue capabilities in case of the forced landing of the descent module (DM). The paper also analyzes the innovative solutions on the human protection against adverse environmental effects and the means for emergency medical care that are delivered to the landing place of the descent module and allow mitigating risks for surviving under unfavorable climatic conditions prior the evacuation operations begin.

The purpose of the research is to determine the ways of solving the problem of strategic planning and deployment of the forces and means of the Ministry of Emergencies of Russia in creating a system of integrated security in the Arctic zone in conditions of the resource limitation. The main principles and organizational scheme of strategic planning, the decision-making algorithm for determining the quantity of forces and the equipment of the Arctic Integrated Emergency Rescue Centers are presented.
