India possess huge livestock population, which is endangered by different endemic infectious diseases (bacterial, viral, protozoan and parasitic), which collectively causes significant economic losses to the landless poor farming community. Infectious diseases impose economic losses by causing morbidity, mortality, decreased production (milk, meat, wool etc.), decreased feed conversion ratio which results in reduced weight gain, decreased draught power and fertility. Furthermore, economic burden is also due to the cost of treatment, abortion, consequences on internal livestock movement, germplasm and international trade. In addition, some of the diseases are zoonotic and inflicts considerable impact on public health. Uncertain agrarian climate, unpredictable weather, drought, floods, migration of livestock, scarcity of fodders, and unhygienic zoo-sanitary and healthcare practices together resulted in endemicity of diseases ultimately leads to more incidence and prevalence of livestock and poultry diseases throughout the year. Synchronized monitoring and surveillance of disease throughout the country is a fundamental requirement for sustainable livestock production. With fairly developed telecommunication in India, following technologies like interactive voice response system, SMS through mobile/cell phones and toll-free landline phones (voice mail) are required for enhancing the effectiveness and efficiency of

Bluetongue (BT) is an infectious, arthropodborne viral disease of domestic and wild ruminants caused by bluetongue virus (BTV), which is a double-stranded segmented RNA virus. Of the 26 confirmed BTV serotypes, 23 were reported in India based on the detection of antibodies or virus. In order to assess the prevalence of different serotypes in Andhra Pradesh, serum samples which were positive for BTV by group-specific antibody ELISA were subjected to type-specific neutralization of BTV serotypes 1, 2, 9, 10, 21 and 23. Of the 52 samples tested, 50.0, 44.23, 21.15, 26.92, 0, and 15.38 % neutralized BTV serotypes 1, 2, 9, 10, 21 and 23, respectively. However, 32.69 % of the ELISA positive sera could not neutralize any of these serotypes, indicating that there could be other serotype viruses (e.g., BTV-3 and -16) circulating in the State. This method can be used for surveillance of the circulating serotypes as well as for assessing the level of herd immunity, and assist in determining the vaccine strains to be used in multivalent vaccines.Keywords Bluetongue virus Á Serotype Á Surveillance Á Virus neutralization assay Á Epidemiology Bleuetongue (BT) is one of the major economically important livestock diseases in India. The disease is caused by bluetongue virus (BTV), a double-stranded segmented RNA virus belonging to genus Orbivirus of family Reoviridae. Clinical BT is observed only in sheep, and not in other domestic or wild animals. However, antibodies against BTV are frequently observed in cattle, buffaloes, goats and some wild ruminants, indicating asymptomatic infection in these species [21,23,25,27,36]. Twenty-six different serotypes of BTV are recognized worldwide and distinct topotypes defined by closely related sequences of each genome segment have been proposed [19]. In India, 23 serotypes of BTV have been reported, identified either by serology or virus isolation, and eight serotypes (BTV-1, -2, -3, -9, -10, -16, -21, and -23) have been isolated from different regions during the last decade [4,5,8,12,17,22,26,28,30,33,36,37].BT is endemic in India. bThe second complete genome of bluetongue virus serotype 9 (BTV-9) is presented in this report. The sequence analysis points to continued circulation in India of a mixed topotype virus apparently belonging to the BTV-9 serotype, and it raises questions about approaches for serotyping bluetongue viruses. Bluetongue virus (BTV) is a 10-segmented double-stranded RNA virus belonging to the genus Orbivirus, family Reoviridae. BTV infects most ruminant species, but the clinical disease is limited to sheep and, to some extent cattle (1-3, 11). Twenty-six serotypes of BTV are recognized (3,5), and the disease is endemic to many countries in Africa and Asia. Isolates from Asia appear to show more diversity, even though sequence information is available for only a few instances. In an effort to understand the diversity and molecular epidemiology for this virus, we recently reported the partial or complete genome analysis of isolates belonging to BTV serotypes 9, 10, and 21 (4, 10, 12). Here we report the complete sequence of the open reading frames of all 10 segments of a second BTV-9 virus. This virus, designated Ind-R1/07, was isolated from the southern state of Andhra Pradesh, India, in the year 2007. In contrast to whole-genome sequencing based on preamplified segments (7-10), we report here the use of next-generation sequencing (Illumina platform) to elucidate the nucleotide sequence information.The serotype of Ind-R1/07 was identified by sequencing. The size of the genome segments of BTV typically range from 822 to 3,944 bp. The 10 segments code for seven structural and five nonstructural proteins.
