Gender and small‐scale fisheries: a case for counting women and beyond

Marine ecosystem-scale fisheries research and management must include the fishing effort of women and men. Even with growing recognition that women do fish, there remains an imperative to engage in more meaningful and relevant gender analysis to improve socio-ecological approaches to fisheries research and management. The implications of a gender approach to fisheries have been explored in social approaches to fisheries, but the relevance of gender analysis for ecological understandings has yet to be fully elaborated. To examine the importance of gender to the understanding of marine ecology, we identified 106 case studies of small-scale fisheries from the last 20 years that detail the participation of women in fishing (data on women fishers being the most common limiting factor to gender analysis). We found that beyond gender difference in fishing practices throughout the world, the literature reveals a quantitative data gap in the characterization of gender in small-scale fisheries. The descriptive details of women's often distinct fishing practices nonetheless provide important ecological information with implications for understanding the human role in marine ecosystems. Finally, we examined why the data gap on women's fishing practices has persisted, detailing several ways in which commonly used research methods may perpetuate biased sampling that overlooks women's fishing. This review sheds light on a new aspect of the application of gender research to fisheries research, with an emphasis on ecological understanding within a broader context of interdisciplinary approaches.

SUMMARYA quasi-experimental design was used to test the hypothesis that there will be a significant improvement in both coastal resource management (CRM) and human reproductive health (RH) outcomes by delivering these services in an integrated manner as opposed to delivering either in isolation. The CRM, RH and integrated CRM+RH interventions were tested in three island municipalities of Palawan. Pre-project (2001) and post-project (2007) measurements of dependent variables were gathered via biophysical and community household surveys. Regression analyses indicate the CRM+RH intervention generated higher impacts on human and ecosystem health outcomes compared to the independent CRM and RH interventions. Improvements in coral and mangrove conditions are attributed to the effects of protective management by collaborating peoples’ organizations. The same institutions managed RH activities that enabled contraceptive access and a significant decrease in the average number of children born to women in the study area. Other trends showing a significant reduction in income-poverty among young adults infer added value. To ensure long term sustainability of CRM gains and prevent over-use of coastal resources, integrated forms of management that engage communities in the simultaneous delivery of conservation and family planning services are needed.

School of Marine and Environmental Affairs Climate change is expected to have a broad range of impacts on social and ecological systems. Common discourse asserts that women in developing countries are more vulnerable to climate change than men, and perpetuates assumptions about the role of women in climate change adaptation (CCA). This study examines the gender dimensions of CCA in fishing villages of the Philippines, a country with exceptionally high marine biodiversity supporting dense coastal populations that are highly vulnerable to climate change. The study seeks to 1) Describe gender mainstreaming in Philippine CCA documents 2) Identify and challenge assumptions about women and climate change, 3) Examine men's and women's beliefs, values, perceptions of risks, resource dependency, and awareness associated with climate change and 4) Evaluate the implications of gendered relationships with fisheries and the environment on CCA. Quantitative social surveys were administered randomly to marine resource users in 30 coastal villages within three Philippine provinces (Palawan, Occidental Mindoro, and Batangas). Dependent variables associated with CCA were analyzed relative to gender. In this case, women were less connected to nature, more risk tolerant, and equally inclined to conservation attitudes as men. Women were also equally aware of climate change and more aware of CCA plans, but less likely to participate in outreach activities. The results offer insights that dispel certain generalizations about women and climate change, and present opportunities for improved gender mainstreaming in climate change adaptation.
