Immigrant adolescents are one of the fastest growing segments of our population, yet we know little about how schools prepare them for citizenship. Although prior research suggests that high school civics education, academic achievement, and a sense of connection increase political participation in early adulthood, we do not know if these processes apply to immigrant youth. Using longitudinal, nationally representative data from the Adolescent Health and Academic Achievement study (AHAA) and the National Longitudinal Study of Adolescent Health (Add Health), we employ multilevel models to investigate the effects of formal and informal school curricula on early adult voting and registration. We find that children of immigrant parents who take more high school social studies coursework have higher levels of reported voter registration and voting. In addition, attending a high school where students have a greater sense of connection or where parents have more education are important predictors of registration and voting, regardless of immigrant status. With the rise of the urban center as an immigrant receiving ground, the role of schools in transforming immigrant students into civic participants grew in importance (Tyack, 1974). A historical function of U.S. public schools has been to prepare youth, and immigrant youth in particular, to participate in civic society, to participate in the democratic process in general, and to vote in particular (Cremin, 1951;Goodlad, 1984). 1 Gostaria de agradecer a contribuição dos pareceristas anô-nimos da RSP, cujas observações contribuíram para aprimorar a elaboração teórica deste trabalho. I. INTRODUÇÃOO estudo do impacto da internet na política brasileira até aqui tem enfatizado os usos e o potencial de interação por meio de portais de governos, as casas do poder Legislativo e as campanhas eleitorais. Embora de elevada relevância, essa abordagem tem feito que outras dinâmicas geradas pelas novas tecnologias sigam como um campo ainda pouco explorado pela pesquisa brasileira. O espectro de conseqüências possíveis para a expansão do universo digital é amplo: redução dos custos de acesso à informação, pluralização das fontes disponíveis, superação dos fluxos de comunicação unidirecionais, enfraquecimento do poder dos gatekeepers tradicionais, prolongamento das redes de mobilização para além de fronteiras nacionais, possibilidade de deliberação e tomada de decisão em massa e em tempo real. Da promoção de novos valores ao florescimento da democracia direta, os processos políticos passíveis de influência parecem ilimitados.Este artigo pretende contribuir para melhorar a compreensão das relações entre o uso da internet, de um lado, e a participação política dos cidadãos, de outro. Sua ênfase é nos fatores que determinam o uso regular da internet e o perfil do internauta em termos de participação e valores relacionados à política. Diante das possibilidades de ampliação da participação que as novas tecnologias representam, nosso estudo tem caráter exploratório e trabalha duas questões de fundo: os determinantes do acesso regular à internet atuam apenas para reforçar a inclusão dos que já estão politicamente incluídos -como os mais escolarizados, os mais ricos ou os mais mobilizados -e assim vê-se frustrada a chance de dar voz a setores com menos acesso a políticas públicas e policy-makers? E as opiniões dos internautas são atualmente representativas do conjunto da população ou, ao contrá-rio, revelam vieses capazes de gerar distorções em políticas e deliberações públicas caso sejam tomadas como voz da maioria?As evidências obtidas neste trabalho, a partir da análise estatística de dados de uma onda do survey Latinobarómetro, sugerem que o universo virtual tende a reforçar o poder de quem já tem podersobretudo os detentores de capital cultural diferenciado. In this paper we aim to investigate the relationship between Internet use, motivation and political participation. In particular, we aim to find out if, by reducing participation costs, use of the Internet changes the importance of motivation in the classic explanations of participation. In order to explore this question, we have used data from survey 2736 by the Centro de Investigaciones Sociológicas (CIS), which addresses the issue of political participation andInternet use. The analysis shows that Internet use has a direct impact on participation, regardless of motivation, and that skilled Internet users do not need to be motivated or interested in politics in order to participate in at least one online political activity.
