The article deals with the problems of the dynamics of agro-industrial complex of Russia and the tendencies of its functioning in modern conditions. The peculiarities of the agrarian sector of the country, advantages and disadvantages of the agro-industrial complex development are studied. The author expresses the opinion about the necessity of certain actions in the state policy on the regulation and support of agro-industrial production. It is necessary to develop a set of measures to stimulate the development of the introduction of alternative energy in rural areas, as well as in the areas of industrial livestock complexes, as well as to develop technological regulations for the production of agricultural organic products, its evaluation standards and mechanisms for the transition of Russian agriculture from the production of higher environmental quality to “green standards”. It is necessary to pay attention to such areas as sustainable investment development, technical and technological proposals, land reclamation infrastructure, digitalization and many others.

This study allows us to conclude that digital expansion in the agricultural and processing sectors of the economy is most effective when using models: «pure producer», business model «from the field to the counter», «agro-industrial ecosystem». The main directions of digital transformation in the sphere of agro-industrial complexes are: precision farming, smart farms, smart greenhouse systems (complexes), the program of technological cooperation between agro-industrial complexes and IT- sphere «Industrial FoodNet». The fundamental problems and barriers to the digitalization of the agro-industrial economy are: misunderstanding of the importance of this activity on the part of many agricultural producers; lack of incentives and benefits for agro-industrial organizations and IT companies involved in cross-industry cooperation and import substitution; poor awareness of advanced automated innovation machine technologies and technical means due to digital transformations and artificial intelligence; negative impacts of the reduction of international exchanges and the application of sanctions to Russian manufacturers. In the process of searching for effective directions of digital transformation in the country’s industry under study, the author prepared scenarios based on the Foresight «4 Worlds» method, each of which describes the likely trajectory of the industry development, taking into account the dominant internal and external factors and prerequisites.

The scientific article is devoted to the study of the processes of innovatization and informatization of the agro-industrial complex. Critical review of publications of academic and business circles and identification of strategic directions of innovative development of the agro-industrial complex; formation of a statistical database and quantitative analysis of indicators of innovative development and digital maturity of the agroindustrial complex; identification of key milestones in the development of the agro-industrial complex in the context of ongoing digital reforms. In the process of writing a scientific article, general scientific (observation, comparison, measurement, analysis and synthesis, the method of logical reasoning) and specifically scientific (static analysis, expert assessments, graphical method) methods of scientific cognition were used. The main directions of innovation and digitalization of the agro-industrial complex are: the development of precision agriculture, the formation of a network of smart farms and greenhouse complexes, the implementation of the federal program of technological cooperation of the agro-industrial complex and the IT sphere "Industrial FoodNet". The main obstacles to the innovative development of the agro-industrial complex are: the dominance of state financing of projects in the field of digital reform; lack of educational programs in the field of cooperation of the agroindustry and IT; insufficient dissemination of ideas and requirements of responsible business policy, expressed in the adoption and compliance with ESG principles; internal resistance of agribusiness management to deep reforms due to the fear of disclosure of trade secrets and the need for admission of partners from the IT sphere to sensitive economic information.
