“Functional localities: an integrated spatial approach towards health care locality definition”

Abstract: This paper demonstrates a spatial approach towards the definition of localities for health care planning. Recent international decentralisation of health care provision, and more specifically devolution within the United Kingdom, emphasises the need to develop a geographical focus in the delimitation of local structures for health care planning. Geographers, but most especially those applying Geographical Information Science (GIS) techniques, have made enormous contributions in this field and more generally in… Show more

“…In other words, most patients seek health care services within the boundaries of HSAs. The World Health Organization (WHO, 1991) calls for local-scale provision of health care resources, which has been put into practice in many countries (Shortt and Moore, 2006;Lewis and Longley, 2012). HSAs represent responses to the global goal to promote local utilization of health care resources and to reduce the cost of seeking health care (Goodman et al, 1997;Basu and Friedman, 2007).…”

“…In early studies, Bennett (1981) [7], Phillips (1986) [8], and Scarpaci (1987) [9], as well as others, discussed the location selection and location effect of different medical facilities. Later, a group of scholars applied location-allocation models [10][11][12][13], spatial analysis and calculation [14][15][16][17][18][19], and other methods to discuss the location problems of medical facilities. Among them, the general hospitals [14,17,[19][20][21] and emergency facilities [22][23][24] location issues have attracted more attention.…”

“…Many countries, including the U.S., New Zealand, Hungary, Canada, Australia, Ireland and the United Kingdom, have actively responded to the call of the World Health Organization (WHO) on creating local environments for the provision of and residents' access to healthcare resources (Goodman, Fisher, Stukel, & Chang, 1997;Shortt & Moore, 2006). Analysis of local hospital use and resource allocation may shed light on approaches for reducing costs related to long travel distance for hospitalization (Basu & Friedman, 2007).…”
