Aged individuals, who are among the vulnerable individuals in society, constitute an important group that should be protected and protected. The underlying reason for this can be thought of as the physiological and psychological states of aged individuals. Under these considerations, it was aimed to determine what happened in the earthquake disaster, which was the epicenter of Kahramanmaraş Pazarcık and Elbistan on February 6, 2023, under the opinions of aged individuals. Phenomenological case design, one of the qualitative research methods, was used in the research. The study was conducted with 300 individuals over the age of 300 who voluntarily agreed to participate in the study. 58.3% of the individuals participating in the research are male and 41.7% are female. 100% of them have encountered a disaster at some point in their lives, and 50% of these disasters have been pandemics. In the study, the data were collected with a semi-structured interview form developed by the researchers. At the end of the research, it was found that aged individuals were most anxious (n=300) and experienced anxiety (n=178), constantly watching television or reading the newspaper (n=180); In the 6 February earthquake, it was determined that they experienced the highest rate of willingness to help (n=300) and fear (n=290) and that they constantly watched television (n=300). In line with the results obtained from the research, it can be suggested that psychosocial support mechanisms should be effectively presented in the face of disasters, especially for older individuals. The aim of this study is to examine the stress levels of educational administrators and methods of coping with stress. One of the most important criteria for schools to be able to achieve the goals they have determined in advance, that is, to be effective, is school principals as an administrator. The task of the school administrator is to evaluate the resources in the school in the most efficient way, in accordance with the goals of the school. School principals have very important tasks in reducing or eliminating the existing sources of stress in the school environment. A good education manager is someone who tries to get to know his staff and can also deal with their problems. For this reason, they should be able to provide professional guidance, especially to newly appointed education administrators, from the preparation of plans to the solution of in-school and out-of-school problems, as well as provide the moral support they will need. He should be able to use his authority to eliminate or reduce the sources of institutional stress. School and course schedules should not be changed every year unless they are needed by education administrators. Changes should be made only in accordance with today's requirements. The problem of overcrowding of classrooms must be solved. This can be solved by allocating more financial resources to the education sector, by making new schools and appointing enough teachers. Since schools are one of the most stressful environments of our society, education managers are one of the most important building blocks of this environment. Education administrators are Decently acting as a bridge between National Education and teachers, teachers and students, and teachers and parents. All problems that may occur in the working environment are tried to be resolved by contacting the school principal. In this case, it is inevitable that education managers will encounter the most commonly used word today, namely “stress”. In the rankings of stress sources that affect education managers the most, it is observed that the management understanding factor usually ranks first. Efforts to manage the school, which are seen as a critical factor in educational administrator stress, are perceived as highly stressful. Afet ve Acil Durum Yönetimiyle ilgili ülkemizde ve Dünya'da, özellikle son yirmi yılda çok hızlı değişen yönetim yaklaşımları görülmektedir. Buradaki temel husus, yaşanılan olayların şiddetleri ve sıklıkları olmakla birlikte; farklı çevresel, bölgesel ve küresel gelişmeler de bu değişimleri zorunlu kılmaktadır. Söz konusu gerçeğin bilincinde olarak bu çalışmada; hem Ülkemizin ve hem de farklı ülkelerin kurumsal yönetim yapıları ve operasyonları göz önünde bulundurulmuş ve bu suretle Ülkemiz için daha etkin ve verimli bir Afet ve Acil Durum Yönetim modeli önerilmesi amaçlanmıştır. Çalışmada, öncelikle farklı ülkelerdeki Yönetim Sistemleri incelenmiş ve yönetim yaklaşımları tespit edilmiştir. Bunu takiben, konu açısından Ülkemizdeki tarihsel gelişim süreci ile ilgili yönetim sistemleri özetlenmiştir. Bu sürecin bir devamı olarak Ülkemizdeki ve ele alınan diğer ülkelerdeki Afet ve Acil Durum Yönetim Sistemlerinin farklılıkları ve bu farklılıklara yol açan sebepleri ortaya konmuştur. Konu hakkında yorumlar yapılırken, Ülkemizdeki yeni Başkanlık Sisteminin, Bütünleşik Afet ve Acil Durum Yönetim sistemine ne gibi faydalar sağlayacağı açısından da çeşitli görüşler bildirilmiştir. Tüm bu yapılanların ışığında, çalışmaların ana amacına yönelik olarak yeni ve geliştirilmiş bir Milli Afet ve Acil Durum Yönetim Enstitüsü'nün ne şekilde teşkil edilebileceği ele alınacaktır. Bu bağlamda sadece ilgili birimlerin ve merkezlerin görev tanımları, yetkileri ve birbirleri ile olan bağlantıları gibi idari konularla sınırlı kalınmayacak; aynı zamanda Afet ve Acil Durum çalışanlarının ve gönüllerinin yetkinliklerinin geliştirilmesi, yetkinliklerinin güncel tutulması ve bunların belirli bir standarda oturularak, bunun belgelendirilmesi gibi teknik konular üzerinde de durulacaktır. Bu çalışma konusu aynı zamanda bir doktora tezi şeklinde sürdürülen daha kapsamlı bir çalışmanın bir parçasıdır.
