“…For scholars, our application of resource dependence theory does not advance the theory per se, but it does build understanding of how firms buffer against different varieties and levels of uncertainty, including those created by government policy (e.g., Flynn, Koufteros, & Lynn, 2016). In doing so, we address the goal of the Emerging Discourse Incubator to “move [policy] variables closer to the forefront of research” (Fugate, Pagell, & Flynn, 2018 p. 89). This allows us to build on past work on the effects of specific policy decisions (e.g., Cantor et al, 2009; Corsi et al, 1992; Miller et al, 2020; Smith & Grimm, 1987) by examining the more general effects of risk and uncertainty surrounding government policymaking.…”
