From private to public governance: The case for reconfiguring energy systems as a commons

Abstract: Highlights The development of energy solutions is stymied by capitalist political and economic imperatives. A novel socio-economic arrangement can germinate alternative technological trajectories. A commons-oriented technical approach for energy production is proposed.

“…One such configuration, codified as "design global, manufacture local" (DGML), has been proposed, building on the distributed production of technologies within the commons framework (Giotitsas et al, 2020;Kostakis et al, 2016). It has been observed that commonsbased communities appropriate technology to create positive feedback loops for degrowth and localised manufacturing and maintenance (Kostakis et al, , 2016 as manifested in numerous fields, including agriculture, building construction, and energy systems (Giotitsas et al, 2022;Priavolou et al, 2021;Troullaki et al, 2022).…”

“…While there are many highly detailed recent reviews on microgrids' operations and different architectures, there is still a gap in the global view. These tend to focus on either energy microgrid [23][24][25][26] or community microgrid [27][28][29], but rarely both, or only in brief.…”

“…Such approaches may signpost models for democratic participation in new parts of digital energy infrastructures by engaging more materially and geographically complex publics than those implicated in locally focussed forms of Energy Democracy. Commons-based approaches, likewise, could help address data governance challenges emerging from new energy data monopolies (Judson et al, 2020), or offer collective strategies for coordinating between localised energy grids (Giotitsas et al, 2020). However, this is not to advocate any simple replacement or 'update' of the dominant Energy Democracy model.…”
