“…Taking into account that global research and advocacy projects such as the Global Libraries project recognize the diverse, changing and important roles of libraries in every society (Cottrill et al, 2015; Quick et al, 2013) and that research in the United States and in some countries of the European Union highlights the relevance of these cultural institutions for disadvantaged groups (Cottrill et al, 2015; Horrigan, 2015) and for education, community-building and lifelong creative learning in non-formal settings, we may conclude that there is still considerable scope for analysis of the huge amount of data on library services in the latest editions of the SCHP . These quantitative analyses can help to guide funding and political decisions by shedding light on people’s expectations of libraries and their current patterns of use.…”

“…Regarding the first challenge, to ensure their development and survival, public libraries have had to adapt the services they provide to the changing needs of users (Gallo-León, 2015; Kann-Christensen and Pors, 2004). Due to demographic changes and the economic downturn in the last decade, libraries have focused on their role in helping people (Gauder, 2010), in building community engagement (Goulding, 2009), in providing places for knowledge and hubs for communication and social interaction (Aabø and Audunson, 2012; Horrigan, 2015; Houghton et al, 2013, 2014), in minimizing the digital divide within communities by offering culture, entertainment and Internet connectivity for all (Al and Akıllı, 2015; Cotrill et al, 2015; García-Gómez, 2013; Macdonald, 2012; Russell and Jie Huang, 2009; Sánchez-García and Yubero, 2015), and in contributing to integration as meeting places for people from different cultural and ethnic backgrounds (Audunson, 2005; Audunson et al, 2011; Vårheim 2009, 2014).…”

“…Advocacy efforts have gained much attention in recent years as a means to influence funding for and support of libraries, as well as to impact policy related to information access and privacy (Cottrill et al, 2015; Hines, 2018; Jaeger et al, 2017; Sweeney, 2018). Library advocacy endeavors have transpired internationally, as evidenced by the International Federation of Library Associations and Institutions’ (2017) creation of the Library Development Programme, with advocacy serving as one of its four primary purposes.…”
