EU Cohesion Policy has arguably the most tangible impact on the citizens' environment and livelihoods and can potentially boost their attachment to the European project. Beyond the cross-national transactionalist hypothesis, Cohesion Policy spending has a local impact and may affect the lives of citizens who do not benefit directly from cross-national transactions, like education, work, investment and travel in other European countries. One could thus expect that Cohesion Policy has a significant positive impact on the ways in which citizens perceive the EU. But what happens when a country is a net contributor to the EU's budget receiving a relatively small amount of Cohesion Policy funding, the bulk of it being invested in poorer European territories? Building on the cases of two Dutch regions-Flevoland and Limburgthis paper investigates the extent to which the citizens are aware of Cohesion Policy interventions and how the features of communication on and implementation of Cohesion Policy affect this awareness.

Composite indicators are often used to assess the structure of urban deprivation to promote sustainable development. However, the refined spatial scale of analysis poses problems related to data availability. In this paper, we define a spatial deprivation index in the province of Milan, using both census data and areal interpolation. Disaggregation methods are applied to obtain variables at lower spatial level, and a geographically weighted principal component analysis is applied to measure socioeconomic deprivation at local level. Components of deprivation are investigated in their spatial structure and some policy implications deriving from the application of a spatial approach are discussed.

Does Anyone Care? Cohesion Policy Issues in Sub‐national Politics

A key element of the European Union's (EU) attempt to foster citizens' EU identification is its goal to improve citizens' quality of life via its Cohesion policy (CP). Although recent findings demonstrate that the allocation of CP money positively affects sub‐national parties' positions on EU integration and CP, we still do not know if sub‐national parties actually talk about CP issues in their manifestos. Using a unique data set based on manually coded 812 manifestos written by 95 different parties in 47 regions in Germany, Spain, The Netherlands, and the United Kingdom between 2007 and 2016, it is argued that several party‐level characteristics are decisive for sub‐national parties' emphasis of CP issues. Even though sub‐national parties emphasize CP issues only to a small degree, the results of multilevel mixed‐effects Tobit regressions show that it is particularly regional government parties which emphasize CP issues when drafting their regional election manifestos.
