Fresh groundwater for Wajir—ex-ante assessment of uncertain benefits for multiple stakeholders in a water supply project in Northern Kenya

Abstract: Decision-making in development rarely considers uncertainty in project benefits and costs and the risk of project failure. Lack of appropriate tools for ex-ante analysis under conditions of data scarcity constrains the ability of decision-makers to anticipate project outcomes.
