Freight futures: The potential impact of road freight on climate policy

Abstract: This paper describes changes to the modelling of the transport sector in the WITCH (World Induced Technical Change Hybrid) model to incorporate road freight and account for the intensity of freight with respect to GDP. Modelling freight demand based on the intensity of freight with respect to GDP allows for a focus on the importance of road freight with respect to the cost-effective achievement of climate policy targets. These climate policy targets are explored using different GDP pathways between 2005 and 21… Show more

“…Alternative technologies for air and water transportation are not considered, since the use of other fuels than liquids in those sectors does not seem to be a realistic large-scale commercial option in the foreseen future. [155][156][157][158][159] For these sectors, the standard top-down energy intensity improvement is considered (as for the rest of the economic sectors in the model, see Section 2.2.2).…”

“…An improved representation of the freight sector is also an area of future research. A few recent modeling efforts have started to address these critical issues: (Bunch et al 2015, ÓBroin and Guivarch 2016, Carrara and Longden 2016.…”

“…Hypothesis H3.3 which stipulated that the existence of an environmental policy affects positively the limitation of the ecological impacts of UFT was also rejected. It is based on the work of (Kishimoto et al, 2017;Carrara and Longden, 2016) who studied the impact of implementing a policy environment on the transport of goods in the city. This can be explained by the fact that even though Morocco has embarked on a voluntary initiative to protect the environment 7 , it seems that the legal framework of the environment poses problems of implementation 8,9 . In fact, the country has acceded to a number of multilateral environmental agreements 10 .…”
