Abstract:This chapter provides background information on the City of Frankfurt, Germany, before exploring what is known of its residents with a precarious status. It explains Frankfurt City Council’s relevant duties and powers, relative to those of the region in which it is situated, Hesse, and of the Federal Government, and the complexity created by the overlapping legal and policy remits of these different authorities.
