Science and Technology Libraries (STL) have always functioned as supporters of scientific and technological activities. In the Digital Era, this role was considered superfluous due to the facilities offered by information and communication technologies. In this work, we consider that the recent movements of Open Science and open access to scientific publications enable libraries to become again important protagonists in the scientific community. In this context, our objective is to analyze the relationship between the library and the Open Science proposal considering the complex elements that constitute the value chain of scientific and technological research. Aspects of analysis include collaboration, multilevel governance, co-production, and co-creation, with the pragmatic envelopment of information. The chosen method is the philosophical current of critical realism presenting a conceptual framework that relates STL, Open Science, organizational collaboration, multilevel governance, and current scientific information.

Challenges toward Evidence-Based Policymaking Using Agent-Based Modeling for Federal Sports Grants: A Self-Reflection from a Transdisciplinary Project

Despite their importance, federal grant systems often need more clarity regarding cost-effectiveness, lack of transparency, and slow feedback cycles. Sports funding systems aimed at improving child health and contributing to sustainable development goals are incredibly challenging due to their heterogeneity in stakeholders and regional aspects. Here, we analyze how we tackled these challenges in a transdisciplinary EU project in Austria, targeting the use of agent-based modeling for evidence-based policymaking in a co-creation process with policy stakeholders in the domain of federal sports grants to improve the health and well-being of children and youth. The initial and executed set of procedures is described, along with lessons learned during the project’s lifetime. These lessons derive a framework that provides an adapted set of processes, supporting methods, and critical decision points for an improved use of transdisciplinarity. In addition, the steps of the developed framework are combined with essential aspects of knowledge integration, following the main phases of the policy cycle and providing suggestions for required skills and competencies for capacity building concerning implementing the developed framework in the public sector. Our results show that the combination of transdisciplinarity, human-centered policymaking, and sports, supported by cutting-edge technologies such as agent-based modeling, can achieve significantly better results than a pure disciplinary approach and generate positive spill-over effects.

The coronavirus (COVID-19) pandemic has affected societies and economies around the world, and the scientific community is no exception. Whereas the importance of stakeholder engagement in research has grown quickly the consequences of the pandemic on this has so far not been empirically studied. In this paper, we investigate the effects of the COVID-19 crisis on European energy research, in particular the stakeholder work, during the first wave of the coronavirus in spring and summer 2020. We pose the research questions: (i) How much of a problem are the coronavirus containment measures for stakeholder engagement? (ii) How have researchers coped with the situation, and (iii) How do they evaluate alternative stakeholder activities implemented? We conducted an online survey among European energy research projects with stakeholder engagement between June and August 2020. We found that only one of six engagement activities could be implemented as planned, whereas almost half were cancelled or delayed. The most common coping strategies were changing involvement formats – mainly to webinars or online workshops – or postponement. Whereas respondents are largely satisfied with one-to-one and unidirectional online formats, such as webinars, online interviews, and online surveys, they see interactive group activities as less suitable for online engagement. Most respondents plan to continue using online formats to complement, but not to replace, physical meetings in future research. All long-term effects remain to be seen, but given the postponement of many stakeholder involvement activities, many projects may face problems at later stages of their realisation. These findings suggest that the pandemic may have catalysed a rapid introduction of specific online formats in academic stakeholder interaction processes.
