Framework Conditions and Potential Measures for Small Electric Vehicles on a Municipal Level

Abstract: Responding to pressing problems arising from growing urban populations and mass motorization, municipalities need to take action. The resulting conditions include congested cities, poor air quality and quality of life. Providing contextual conditions and thereby increasing the amount of small electric vehicles could help reduce land use and improve air quality. Based on outcomes of expert interviews and an online survey, the status-quo of antecedences and barriers as well as potential measures for the implemen… Show more

“…Whilst historically in Europe (e.g. France) quadricycles were used for the same purpose as passenger cars, the literature now strongly indicates their use as an urban mobility solution (Santucci, 2016;Ewert et al, 2020). This will likely lead to lower circulatory speeds cf.…”

“…However, there is a dichotomy. Whilst such a pathway offers the potential to reduce key externalities in relation to environment, congestion and energy dependency, there is a concern around the safety of smaller and lighter vehicles (Santucci et al, 2016;Ewert et al, 2020). At present, smaller and lighter vehicles (those that reside below the existing M1 passenger vehicle category) are assessed for crashworthiness at a lower level than for passenger cars, either as part of regulatory activity or consumer information programmes, or crashworthiness assessment is omitted entirely.…”

“…In general, LEVs occupy considerably less parking space than cars. In contrast to statistical data on cars, information on LEVs is scarce [49][50][51] and the variety of models is large, including three-wheel and four-wheel vehicles. Therefore, dimensions of typical four-wheeled LEVs are used instead of average values of the vehicle class in order to give an impression of size.…”
