Purpose Over the past decade, governments around the world have implemented open government data (OGD) policies to make their data publicly available, with collaboration and citizen engagement being one of the main goals. However, even though a lot of data is published, only a few citizens are aware of its existence and usefulness. The purpose of this paper is to identify the requirements for an application that raises awareness of Open Government Data (OGD) to citizens. Design/methodology/approach This study followed a design research science approach to collect citizens’ requirements for the design of such an application through interviews with 10 citizens and evaluated through user testing with 25 citizens. Findings This study identified and validated 11 requirements that can be implemented to raise citizens’ awareness of OGD. The most useful are listing OGD reuses with information about data used and receiving notification when a new OGD reuse is released. Furthermore, the evaluation results provided evidence of the effectiveness of using an application to improve OGD awareness to citizens. Originality/value This research provides requirements that can be used by developers to implement a usable tool to raise citizen awareness or by researchers to evaluate applications whose objective is to raise citizen awareness. Finally, it provides a mobile application that can used by developers to showcase their OGD reuses or by researchers to aware citizens of OGD through real-world examples.

The publication of Open Government Data (OGD) is expected to deliver economic value creation through innovation. In any OGDbased value creation, it is essential to formulate a value proposition (VP). However, previous literature has devoted little attention to the tools that support the formulation of OGD-based VP, and none has evaluated the performance of such tools with OGD infomediaries. In this article, we evaluate and compare the Business Model Canvas (BMC) and the Open Data Canvas (ODC) performance in supporting the formulation of VP. Questionnaire feedback was obtained from infomediaries who formulated OGD-based VP using the BMC and the ODC. The results show a superiority of either the BMC or the ODC in terms of perceived usefulness, depending on the focus of the feasibility evaluation of the VP. The ODC provides OGD-specific guidance on evaluating technical feasibility while the BMC covers economic feasibility more extensively. We recommend investigating the emerging field of OGD-based VP formulation tools by replicating our research with other types of infomediaries, in other settings, and completing it with qualitative insights.

The open government data (OGD) portal is an initiative by governments worldwide to promote transparency and accountability and enhance citizen participation and public value creation. The ability of these portals to deliver the expected benefits depends on their usability and accessibility, besides their content. This study conducts an integrated assessment and comparison of the OGD portals of 75 countries based on their usability and accessibility. The usability of the portals is measured through several technical indicators, classified into performance metrics, browser timings, and optimisation using automated diagnostic tools. Accessibility is evaluated through portals' conformance to web content accessibility guidelines (WCAG). The ‘technique for order of preference by similarity to ideal solution' (TOPSIS) and entropy weight method are used to rank the portals. The findings of this study could be helpful for policymakers and internal stakeholders of OGD initiatives to identify the focus area and make decisions on resource allocation.
