Fires often occur every dry season and have a significant impact on ecosystems and human activities. One of the important roles in reducing the risk of forest and land fires is the availability of updated vulnerability level maps in all vulnerable areas. The objective of this study was to determine the relationship between the driving factors for forest and land fires and hotspots and to obtain a spatial model of the distribution of vulnerability to forest and land fires in the Dairi District of North Sumatra Province. This study uses a composite mapping analysis method to obtain a spatial model and the distribution of vulnerable areas to forest and land fires. Six variables in the form of maps were used in building the model, including land cover, population density, distance from the road, distance from the river, and distance from the settlement. This study showed that the most important variable for vulnerability level model of forest and land fires was the distance from the settlement. This study also found that open land, the farthest distance to the road, the farthest distance to the river, the farthest distance to the settlement, and the densest population were the driving factors for increased fire activity. The spatial model of the vulnerability level to forest and land fires in Dairi District was Y = 0.022X1 + 0.214X2 + 0.113X3 + 0.482X4 + 0.169X5. Land cover having high-very high vulnerability level belonged to open land dominated by grass. The largest areas with a high-very high forest fire vulnerability level in Dairi District were spread over Tanah Pinem Sub-district.

The Indonesian Supreme Court rejected the cassation and imposed a fine of IDR 199 billion on PT. Rambang Agro Jaya (RAJ), a subsidiary of Malaysia’s Kulim Berhad, for a 500-hectare forest and land fire case in Ogan Komering Ilir Regency, South Sumatra. This study aims to conduct a normative juridical analysis of the courts’ decision, holding PT. Rambang Agro Jaya was strictly liable for the environmental damage caused by the fire. The research reveals: (1) Central Jakarta District Court Decision No. 445/Pdt.G/2019/PN Jkt.Pst establishes strict liability and orders the Defendant to pay material losses totaling IDR 137.57 billion. (2) Jakarta High Court Decision No. 398/PDT/2021/PT DKI upholds the Central Jakarta District Court’s decision, reinforcing strict liability and increasing the total compensation to IDR 199.57 billion. (3) Supreme Court Decision No. 2196 K/PDT/2022 rejects PT. Rambang Agro Jaya’s cassation confirmed the Defendant’s unlawful actions and strict liability and imposed a material loss compensation of IDR 199.57 billion. The rulings signify a progressive step in enforcing environmental responsibility, with the substantial fine signaling a strict stance against ecological violations. The Supreme Court’s consistent rejection of cassation strengthens legal certainty and establishes a robust legal precedent for similar future cases, and underscores the significance of corporate accountability in promoting environmental sustainability.

Riau province is one of the provinces in Indonesia where forest fires frequently occur every year. Hotspot data is geothermal points and they can be utilized as an indicator of forest fires. Clustering’s method can be used to analyze potential forest fires from hotspot data’s cluster pattern. In this study, hybrid genetic algorithm polygamy with K-means (GAP K-means) was used for hotspot data clustering. GA polygamy was used to determine the initial centroid of K-means. It was used to solve the sensitivity of K-means to the initial centroid, and to find the optimal solution faster. Experimentally compared the performance of GAP K-means, GA K-means, and K-means on the hotspots data, two artificial datasets, and three real-life datasets. Sum square error (SSE), davies bouldin index (DBI), silhouette coefficient (SC) and F-measure are used to evaluation clustering. Based this experiment, GAP K-means outperforms than K-means but GAP K-means still not fast to achieve convergent than GA K-means.
