Government support for enterprises can be provided in different forms, such as subsidies, tax incentives, or direct public investment. Government support can also be given to develop environmentally and socially responsible initiatives. In the agriculture sector, government support involves providing early-warning information from meteorological monitoring, policies to encourage companies and citizens to engage in sustainable behavior, and the organization of disaster relief activities. A comprehensive view of the government support mechanisms employed in the agriculture industry and their possible effects on the adoption of sustainable initiatives is yet to be provided in the literature. Through a systematic literature review of articles published from 1992 to 2023 in the Web of Science and Scopus databases, this study found that subsidies, programs, regulations, and financial assistance are the main mechanisms used by governments to support sustainable initiatives in agriculture. Moreover, our review also found that the reduction in environmental impacts, the stimulus to organic production, industry growth, and rural development are the most common goals of using government support for sustainable agriculture. We also geographically categorize research in this field by showing where research has been produced and where it should be improved. We call for more research focused on support from governments in South America. We also observed that environmental protection, the supply of organic foods, and urban agriculture are frequently impacted when there is not enough government support. At last, we propose some research questions to guide future studies. We expect that policymakers will use the outcomes of this study to guide the design and implementation of new government support mechanisms aimed at improving the sustainable performance of agriculture firms. The outcomes of this study will also help managers make investment decisions.

Does Backward Integration Improve Food Safety of the Tea Industry in China in the Post-COVID-19 Era?

China is the largest tea producer in the world; however, tea quality and safety issues have caught broad attention due to pesticide overuse in the growing stage. In order to control the quality and safety of their raw inputs, tea-processing firms in China are expanding their own plantations. Does this backward integration (BI) improve the food safety performance of the tea firms in China? Based on the transaction cost theory, we empirically investigate the effect of tea firms’ BI on their food safety performances, using data from 246 tea firms collected via an online survey in 2021. Controlling the basic background situation and firms’ characteristics, the empirical regression results, when controlling for the self-selection bias, support the hypothesis that BI can improve the food safety performance of the tea industry when it reaches the effective integration level, specifically, 80% or higher. Other factors include that the private brand and asset share of the plantation would also help reduce the firms’ food safety problems. Therefore, the government may consider supporting firms’ BI in the development of tea plantations through one-time subsidies and/or land and labor coordination, so as to improve the food safety situation and industry efficiency.

The Perception of the National Traceability Platform among Small-Scale Tea Farmers in Typical Agricultural Areas in Central China

As one of the key technologies to ensure the safety of agricultural products, the national traceability platform is being widely promoted in China. However, it has not yet been widely adopted among farmers, especially small-scale farmers. Farmers are both producers and direct participants in the traceability of agricultural products. Their perception directly affects the effectiveness of the promotion of the national traceability platform. This study explores the perception of the national traceability platform among small-scale tea farmers in typical agricultural areas in central China. This research employed Q methodology, an approach that integrates both qualitative and quantitative data allowing individuals’ subjective understandings of a specific topic to be studied. The Q-sort procedure was performed in the field with 16 small-scale tea farmers. Next, Q-factor analyses were conducted using the Ken-Q analysis. The results show that small-scale tea farmers have different perceptions of the national traceability platform. Their main characteristics are active participation, resistant participation, risk aversion, and being driven by pressure. These four categories covered 52% of the perceived variance. Meanwhile, there is also a degree of internal consistency in the perception of small-scale tea farmers. Specifically, they are all concerned that participating in the national traceability platform may increase the cost and risk of cultivation and that it is difficult to obtain support from agricultural technicians. Therefore, understanding the perceptions of tea farmers of the national traceability platform is the premise for formulating effective promotion policies. Our research sheds light on the decision-making mechanisms for small-scale tea farmers to participate in national traceability platforms, further expanding the scope of current research on farmer behavior. This research has reference significance for promoting national traceability platforms in China and other countries around the world.
