Urban Flood Loss Estimation and Evacuation Design Based on a 500-Year Extreme Flood Event in Syracuse City

To understand the potential risk of flooding in Syracuse City, New York State, USA, this research attempted to accomplish the flood hazard assessment for a simulated 500-year flood event in the downstream floodplain of Onondaga Creek within Syracuse. Based on the commonly used category of flood damages, the flood damage of Syracuse was divided into loss of buildings and loss of population. The results showed that the city’s center would have the highest damage rate for buildings and a total of 1139 buildings would be inundated, of which 326 buildings would be severely damaged by more than 80%. Furthermore, about 7390 people would be directly affected by the flood event, among which approximately 900 people might lose their lives. Communities near Onondaga Creek were assigned designated evacuation shelters based on the accessibility and distance to the shelters. The shortest available evacuation routes were calculated. More shelters should be provided in the central downtown area, with its large population, and distributed along the western bank of Onondaga Creek. This research offered a first approximate flood loss estimation that might lead to more attention and studies concerning a potential flood hazard in the future. It also provided science-based guidelines for city authorities to refer to in practical flood hazard mitigation.

Flooding is the most frequent type of natural disaster, inducing devastating damages at large and small spatial scales. Flood exposure analysis is a critical part of flood risk assessment. While most studies analyze the exposure elements separately, it is crucial to perform a multi-parameter exposure analysis and consider different types of flood zones to gain a comprehensive understanding of the impact and make informed mitigation decisions. This research analyzes the population, properties, and road networks exposed to the 100, 200, and 500-year flood events at the county level in the State of Iowa using geospatial analytics. We also proposed a flood exposure index at the county level using fuzzy overlay analysis to help find the most impacted county. During flooding, results indicate that the county-level percentage of displaced population, impacted properties, and road length can reach up to 46%, 41%, and 40%, respectively. We found that the most exposed buildings and roads are laid in residential areas. Also, 25% of the counties are designated as very high-exposure areas. This study can help many stakeholders identify vulnerable areas and ensure equitable distribution of investments and resources toward flood mitigation projects.

This work aims to develop a constantly updated flood hazard assessment tool that utilizes readily available datasets. It is based on the recently released global land use/land cover (LULC) dataset Dynamic World, which is readily available as an open data source within Google Earth Engine platform. It is updated constantly following the release rate of Senitnel-2 images, i.e., every 2 to 5 days depending on the location. The tool presented herein identifies the number of times each 10 m pixel is characterized as flooded for a selected time period, and it is updated accordingly with the new flood events, thus providing a near real time detection of flooded areas. The detected areas are compared against the Regional Flood Hazard Maps developed in the frames of the EU Water Framework Directive, and several inconsistencies of the two approaches were highlighted and commented on. Besides, a new variable is proposed, named Maximum Potential Economic Loss is introduced in order to assess the socioeconomic implications. The presented methodology demonstrates how remotely sensed based datasets, becoming available at increasing rates, can be used as an operational instrument in order to define and update the flood hazard zones required for water resources management plans and policy makers. Our results indicated the usefulness of the complementary use of the conventional flood hazard mapping approaches with those based on emerging techniques and datasets.
