Fishing tourism, biodiversity protection and regional politics in the River Tornionjoki, Finland

Abstract: Salmon, Salmo salar L., fishing involves a broad range of interest groups and is thus a challenge for fisheries governance. This article focuses on the natural River Tornionjoki between Finland and Sweden, the most important wild salmon river in the Northern Baltic Sea. The marine salmon fisheries have been restricted to protect the declining wild salmon stocks and secure catches for fishing tourism. River fisheries interest groups have been absent from the salmon committees, but have taken other measures to i… Show more

“…These factors are precisely the ones that define a network governance and a collaborative governance structure. A number of other works also point out the importance of network governance in the achievement of more sustainable results in coastal areas (Sharma and Kearins, 2011;Antunes et al 2006;Salmi and Salmi, 2010;Granek et al, 2008;Pascual and De la Cruz, 2008;Chernela et al, 2002).…”

“…In their analyses of recreational fishing area management, several authors note in the first place, as do the studies mentioned so far, that co-management and collaboration between stakeholders are key elements when it comes to attaining a greater degree of sustainability (Salmi and Salmi, 2010;Granek et al, 2008;Pascual and De la Cruz, 2008;Chernela et al, 2002). They contend, however, that such attainment is conditioned by the existence of scientific knowledge of the specific activity and its effects, and that it is the connection structure between stakeholders that guarantees the transmission of such knowledge (Stensland, 2012;Gleason et al, 2010;Arlinghaus et al, 2002).…”

“…The management of the stocks that migrate between their natal rivers and the feeding area in the Baltic Main Basin balances between uncertainties related to the state of the stocks and the interests of several stakeholder groups in different Baltic Sea countries. Thus, there is constant dispute over whether and where salmon should be fished, and by whom, as well as how and to what extent (Finnish Game andFisheries Research Institute 2009, Salmi andSalmi 2010). In 1997, an international salmon stock restoration program, the Baltic Salmon Action Plan (SAP), was established to support the management and scientific advisory work related to the salmon stocks until 2010 (Ranke et al 1999).…”

“…2010) or development of water resource schemes vs fisheries interests. As a consequence, there is a need to balance promotion of aquaculture and inland fisheries with biodiversity protection. One of the inherent problems recognised throughout the inland fisheries and aquaculture sectors in Europe (and elsehere in the world) is the lack of basic socio‐economic data (Thorpe & Van Anrooy 2010), and an understanding of socio‐economic concepts on which to support promotion of the sectors (Salmi & Salmi 2010). Research tends to be too narrowly focussed on the economic aspects and is poorly linked to social interactions and environmental issues. This problem is exacerbated by weak political, and often institutional, support (i.e.…”

“…Research tends to be too narrowly focussed on the economic aspects and is poorly linked to social interactions and environmental issues. This problem is exacerbated by weak political, and often institutional, support (i.e. operational resources and finance) to help resolve conflicting ecological/environmental and socio‐economic objectives arising from user interactions (Salmi & Salmi 2010). The EU Water Framework Directive is a major driver of the inland fisheries sector management and development (Rask et al.…”
