Purpose: This study aims to analyze the indicators that play a role in the Indonesian marine and fisheries sector's development (investment in the fisheries sector, trade openness, fisheries net exports, global value chain (GVC) and fish production) towards the gross domestic product (GDP) of the fisheries sector. Theoretical framework: The theoretical framework builds on the New Trade Theory (NTT), a sustainable ocean economy, and global value chains. Design/methodology/approach: The panel vector autoregressive (PVAR) method is used to achieve the research gols. The data used is panel data for groups of provinces in Indonesia. Findings: The results of the estimated PVAR show that the investment of the fisheries sector has a negative and significant impact on the GDP of the fisheries sector, and GVC and fish production has a positive and significant impact on fisheries GDP. Whereas, Net-export and Trade openness have an insignificant impact on the GDP of fisheries. Research, Practical & Social implications: There is a need for an effective maritime policy to reduce the environmental impact of the development of coastal resources and preserve the diversity of fish production to face future threats. This is due to the constraints of international trade in the form of information or communication, technology, and regulations. Originality/value: Research related to the effect of investment in the fisheries sector, trade openness, fisheries net exports, GVC, and fish production on the GDP fishery in Indonesia and the data used is panel data for groups of provinces in Indonesia have never been done by other researchers.

The fisheries sector provided a significant contribution to the Indonesian economy by increasing export activities in every year. The exported fisheries product are categorized of live fish, frozen fish, preservation products from various types of fish, crustaceans, and molluscs. The contamination of pathogenic bacteria Vibrio parahaemolyticus and Escherichia coli causing healthy problems originating from the fishery sector (sea-food borne disease). These two bacteria contaminated fisheries product is due to mishandling and storaging in the processing, which causes acute diarrhea, gastrointestinal infections and fever. The multiplex polymerase chain reaction (mPCR) method was developed to increase the efficiency of time, effort and accuracy of the bacterial contamination testing process. The mPCR method begins with the optimization of the two bacterial gene targets, sensitivity test, specificity test and then applied to samples of fishery products. The mPCR method is carried out in two mechanisms, namely “one-run” conducted from bacterial colonies isolated on agar media and “one-tube” which is applied directly from fishery products. The results of the development of the mPCR method on V. parahaemolyticus and E. coli resulted in sensitivity at concentrations of DNA 5.6 pg/ml and DNA 5.5 pg/ml, respectively. One-tube mPCR application obtained 7 positive colonies of V. parahaemolyticus and 38 positive colonies of E. coli. Meanwhile, one-tube mPCR which was applied directly from shrimp samples could identify the two bacteria.

This study aims to analyze the indicators that play a role in the Indonesian marine and fisheries sector in its development towards GVC. The condition of the fisheries sector in Indonesia has not become a key sector even though it is a producer of capture fisheries, in addition to other threats in the form of communication, technology, and regulations that specifically hamper productivity. The research method used to achieve the research objectives is the panel vector autoregressive (PVAR) method. The variables involved in the research are GDP Fishery, Fish Production, Trade Openness, Export and Import of Fishery, GVC participation, Foreign Direct Investment, and Domestic Investment. The results of the PVAR estimation at lag 1 show that the variables that have a significant influence on Fishery's GDP are Fishery's GDP, Fish Production, GVC participation, and Domestic Investment. Thus, there is a need for an effective maritime policy to reduce the environmental impact of the development of coastal resources and preserve the diversity of fish production to face future threats. This is due to the constraints of international trade in the form of information or communication, technology and regulations. JEL Classification: Q22, O47, P25, C33
