Fiscal transparency and authentic citizen participation in public budgeting: the role of third-party intermediation

Abstract: Much of the current U.S. academic literature on participatory budgeting is preoccupied with direct citizen involvement in budget formulation, reflecting a particular normative theory of democracy.
