In spite of government counter-terrorism expenditure and efforts, the prevalence of insecurity in Nigeria appears to be rising and fast evolving into an existential crisis that is shaking the foundation of its nationhood. The current study used annual time-series data from 1980 to 2019 and the ARDL methodology to analyse the fiscal and socio-economic consequences of insecurity on economic growth in Nigeria. The empirical findings demonstrated that high unemployment rate, domestic capital formation, foreign direct investment, government spending on education and security are negatively affected by the growing level of insecurity and consequently retarded growth in the long and short run. Conversely, improved health services, equitable income distribution and productive use of public borrowing were positively correlated with security and, therefore, stimulated growth in the long and short run. Government revenue and inflation rate accelerated growth in the long run whereas their short-run effect was deleterious. The findings suggest that good governance, provision of a safe and secured environment for human capital development and businesses, improved access to social and economic services will curb violent tendencies, create jobs, reduce poverty, increase government revenue and engender long-term inclusive growth.

Purpose This paper aims to assess the asymmetric impact of corruption on financial development in BRICS economies context. Design/methodology/approach The authors have adopted the novel panel non-linear autoregressive distributed lag (PNARDL) model of Shin et al. (2014), covering the period 1991–2018. Findings The findings confirm that corruption asymmetrically impacts financial development in BRICS economies. More precisely, long-run negative shocks of the control of corruption index have significant negative impacts on financial development. However, long-run positive shocks of the control of corruption index are insignificant. Moreover, both positive and negative shocks of corruption in short-run results are insignificant. Generally, the findings are robust having carried out several robustness checks and in favor of “sand in the wheels” hypothesis. Originality/value This study makes a novel contribution by developing insight on how corruption asymmetrically impacts financial development. To the best of the authors’ knowledge, this is the first attempt to use the PNARDL, which decompose the main independent variable (corruption) into positive and negative shocks. The PNARDL approach is a dynamic robust estimate that controls for the problem of endogeneity, which is a common phenomenon in such studies. Additionally, it is believed that the findings are important for policy makers, scholars and practitioners. Finally, the authors used the most recent available dataset covering the BRICS context.

O pacto federativo proposto pela Constituição Federal de 1988 elevou o município a condição de ente federado e ampliou suas funções em diferentes áreas sociais como, por exemplo, saúde, educação e habitação. Entretanto, não foi ampliado sua autonomia fiscal, o que deixou a maioria dos municípios brasileiros, em especial os de pequeno porte, dependendo quase que exclusivamente da partilha tributária originaria de outras esferas de governo. Com isso, a questão tributária na ótica do federalismo fiscal se torna de grande relevância considerando que seu sistema de partilha tem reflexo indubitável na dinâmica federativa. Desta forma, a política fiscal implementada pelo governo central pode interferir nos repasses de recursos para os municípios, influenciar no orçamento municipal, interferindo assim na sua condição de alocar bens e serviços para a população. Neste cenário, este estudo teve como objetivo avaliar os efeitos das políticas de incentivos fiscais, aplicadas conjuntamente sobre o IPI, ICMS exportação, PIS e COFINS, sobre o repasse de recursos e equilibro orçamentário dos municípios brasileiros. Para alcançar os objetivos, o estudo baseou-se pela teoria econômica da descentralização fiscal e pela teoria econômica da regulação. Para o procedimento metodológico foram utilizados técnicas de estatística descritiva e modelos de regressão de dados em painel para todos os municípios brasileiros entre os anos de 1999 e 2017. Os principais resultados indicaram que os efeitos dos incentivos fiscais foram negativos para o equilíbrio das finanças municipais em todos os estratos populacionais analisados, entre eles o dos municípios com menos de 50.000 habitantes. Além disso, os efeitos também foram negativos para o equilibro das finanças dos municípios localizados nas regiões Sul e Centro- oeste e positivo nas regiões Sudeste, Norte e Nordeste do país. Os achados além de apontar que as políticas de isenções fiscais em geral não contribuíram para o equilibro das finanças dos municípios brasileiros, indicam que em um cenário de descentralização fiscal, implantação simultânea de múltiplas políticas de isenções fiscais dependentes uma das outras pode afetar a condição desses entes em alocar bens e serviços para sua população.
