Об'єктом дослідження є процес вдосконалення податкової політики на рівні територіальних громад з урахуванням особливостей проведення бюджетної децентралізації. Одним з найбільш проблемних місць є перерозподіл податкових надходжень між рівнями бюджетної системи. Існуючий розподіл не сприяє стимулюванню органів місцевого самоврядування до мобілізації і пошуку джерел активізації власних економічних ресурсів щодо реалізації соціальних програм та підвищення інвестиційної активності територіальної громади. Вдосконалення податкової політики пов'язано з необхідністю підвищення рівня бюджетної самостійності органів місцевого самоврядування.Проведено аналіз сучасного стану доходів державного та місцевого бюджетів у частині формування податку на прибуток підприємств, а також фінансових результатів і рівня рентабельності операційної діяльності за видами промислової діяльності підприємств. На основі методу екстраполяції проведено прогнозування суми податку на прибуток підприємств. Визначено структуру перерозподілу податку на прибуток підприємств між рівнями бюджетної системи. Впровадження структури перерозподілу податку на прибуток підприємств між рівнями бюджетної системи ускладнено відсутністю системності процесу децентралізації.В ході дослідження використовувалися системний підхід, методи аналізу і синтезу та метод екстраполяції для прогнозування суми податку на прибуток підприємств. Визначено основні напрямки вдосконалення податкової політики на рівні територіальних громад в контексті бюджетної децентралізації.Завдяки цьому забезпечується можливість підвищення інвестиційної активності підприємств, що знаходяться в межах певної територіальної громади. У порівнянні з існуючою структурою розподілу податку на прибуток підприємств між рівнями бюджетної системи запропонований підхід дозволяє забезпечити стимулювання місцевих органів до пошуку джерел активізації власних економічних ресурсів щодо реалізації соціальних програм. А також підвищення інвестиційної активності територіальної громади.Ключові слова: податкова політика, податок на прибуток підприємств, територіальна громада, бюджетна децентралізація.

Background: Poverty remains one of the major international challenges as reflected in the commitments adopted by the United Nations in the 2030 Agenda. In order to fight against it, international development agencies have fostered decentralization reforms that have been applied throughout the world. This means that, the analysis of the effects of fiscal decentralization on poverty has become a research area of extraordinary academic interest, but one that has produced conflicting findings. This paper aims to analyse the effect on poverty of fiscal decentralization of spending in education, health, housing, and social protection. Methods: We estimate a fixed effect model by Feasible Generalized Least Square (FGLS) using unbalanced panel data of countries. Results: The decentralization of spending has a differentiated effect on poverty: the decentralization of health and housing policies contributes to reduce poverty,

The role of intergovernmental aid in defining fiscal sustainability at the sub-national level

The concept of fiscal sustainability has become increasingly used over the last 20 years. However, much of the literature on fiscal sustainability at the sub-national level ignores the role of intergovernmental fiscal relations. To address this gap, this paper discusses a sufficient condition for sub-national fiscal sustainability and examines the importance of intergovernmental aid in determining that sustainability. Using panel data of counties and municipalities in the US, and using unit root and cointegration analytic techniques, this paper finds different levels of fiscal sustainability between counties and municipalities. We also find that intergovernmental aid plays an important role for fiscal sustainability for both counties and municipalities.
