Abstract: PrefaceThe Federal government is the largest single energy consumer in the United States; consumption approaches 1.5 quads/year of energy (1' quad = lo1' Btu) at a cost valued at nearly $10 billion annually. The U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) supports efforts to reduce energy use and associated expenses in the Federal sector.
