Populist discourse—which tends to benefit anti-systemic parties—has been on the rise in the world’s democratic states. Powerful non-democratic states have both the means and the incentive to spread such discourse to democratic states. We clarify the incentives illiberal states have to produce such communication, and delineate how this type of political communication fuses traditional state-to-state propaganda with election interventions. We draw on the case of Kremlin-sponsored communication on the issue of refugees in Germany to illustrate the mechanisms through which the discourse operates in target countries. We create a corpus of over a million news stories to identify the prevalence of illiberal discourse and its timing relative to Germany’s elections. We show that the Kremlin intervened in the 2017 federal elections by promoting refugee stories over and above the rate at which German outlets did. We discuss the broader implications for the use of directed political communication as a form of election intervention.

The Coronavirus pandemic has triggered an authentic infodemic, which is a global epidemic of disinformation that has spread throughout most of the world. Social media platforms and pseudo-media outlets have contributed to the problem by producing and disseminating misleading content that is potentially dangerous to public health. This research focuses on a rather unknown phenomenon, which involves digital sites that mimic the appearance of news media but provide pseudo-information. Five Spanish pseudo-media have been analyzed with the aim of enhancing understanding of the issues and the frames presented. The results show clear links with the far-right ideology as well as the presence of a populist, polarized discourse through the use of belligerent, offensive expressions to refer to institutions and their representatives. Politics is the main issue represented, with a frame that clearly points out the incompetence and cynicism of the Spanish government. Conspiracy theories associate the origins of the pandemic to a Chinese laboratory and emphasize a global plan to establish systemic control. Measures to stop the virus are framed as harmful and ineffective, linked to a euthanasia scheme targeted at older people, especially regarding vaccination, which is presented as a solution offered for economic interests.

ZusammenfassungSoziale Bewegungen prägen zeitgenössische Gesellschaften. Dieser Beitrag diskutiert die wesentlichen Erkenntnisse der internationalen Bewegungs- und Protestforschung und ordnet den Forschungsstand ein. Das Ziel ist es, die Aufmerksamkeit sozialwissenschaftlicher Forschung verstärkt auf Politik „auf der Straße“ zu lenken. Dabei fokussiert der Artikel auf vier zentrale Fragestellungen: die definitorische Annäherung an das Phänomenon (was sind soziale Bewegungen?), ihre Formierung (wann und warum entstehen soziale Bewegungen?), ihre Aktionsformen (wie agieren soziale Bewegungen?) sowie ihre Auswirkungen (welchen Einfluss haben soziale Bewegungen?). Abschließend plädiert der Beitrag für eine enge Verknüpfung von Bewegungs- und Protestforschung mit der Parteienforschung und der politischen Soziologie. Protest ist nicht bloß l’art pour l’art: Ohne eine Bezugnahme auf Parteipolitik und Gesellschaftsanalyse bleibt das Verständnis von sozialen Bewegungen begrenzt. Andererseits würde die Analyse von (Partei‑)Politik und gesellschaftlichen Makro-Entwicklungen von einer verstärkten Berücksichtigung sozialer Bewegungen profitieren.
