Fair international protocols for the abatement of GHG emissions

Abstract: We study the design of fair international protocols for the abatement of GHG emissions. We formulate normative principles, pertaining to countries' population, emission history, and (business as usual) future emissions, as axioms for allocation rules. We show that combinations of these axioms characterize the so-called equal per capita allocation rules, with or without historical accountability. The allocations provided by these rules are in stark contrast with the allocation suggested by the Kyoto protocol, w… Show more

“…Accordingly, national governments and international bodies interested in curbing the dangers posed by climate change through the adoption of various GHG emission reduction policies (Baboukardos, 2018). For example, in 1997, a formal all‐embracing GHG emission reduction treaty (the “Kyoto Protocol”) was agreed and has become a legally binding global pact that requires ratified nations to improve their energy efficiency to reduce emission of GHGs and global climate disruption (Haque & Ntim, 2020; Ju et al, 2021; Tzouvanas et al, 2020).…”

“…Copeland & Taylor (2005) proposed when international emissions permit trading did occur, it may worsen both parties to the trade and increase global emissions. Ju et al (2021) conducted comparative studies on international climate policies and believed that the Kyoto Protocol would allow developing countries with large populations to generate more emissions. Furthermore, Nguyen & Phan (2020) found that the approval of the Kyoto Protocol had led to increasing carbon risks for heavy-carbon emitting companies, leading to higher risks of financial distress and prompting companies to reduce their financial leverage.…”

“…In general, it can be concluded that for initial data synthesized within the limits defined by Set 1, the mathematical apparatus proposed in Section 2.2 allows for the determination of the optimal TCP Window Size value, in particular, S w = 18. Figure 8 demonstrates that for small values of S w (in the range of [2,30]), the target connection between the SNEIoTD environment and a hub, characterized by the output data synthesized within the limits defined by Set 2, is under the control of the SlS mechanism. At values of S w > 30, the control initiative of the target connection passes to the AI/MD mechanism.…”

“…By integrating a blend of the aforementioned methodologies, the authors in [30] introduce FAIR+, a synthesis of Active Queue Management (AQM) mechanisms, network reactions, and TCP adjustments. Their proposal demonstrated favourable outcomes in terms of latency, goodput, and fairness metrics within multi-hop wireless network scenarios, outperforming varied alternatives including NRT, OQS, and Westwood.…”
