Failure of the semi-authoritarian system: Losing ways of absorbing public voices into the post-handover Hong Kong government

Abstract: In the past decade, Hong Kong has undergone various large-scale protests, such as the 2014 Occupy Central and the 2019 Anti-Extradition Protests. One of the reasons for such popular grievance was that the government could not grasp the change in public sentiment and opinion. “…In 2019, a large scale of protest broke out in the city and the pro-democracy camp gained much support in the district council election. Such a rise of anti-China sentiment finally caused the central government to impose new policies over Hong Kong (Chan, 2021). The whole electoral system for the LegCo of Hong Kong was reformed under the decision made by the National People's Congress, in which the proportional representation was replaced by plurality-at-large voting for the geographical constituencies.…”
