Cloud computing (CC) delivers services for organizations, particularly for higher education institutions (HEIs) anywhere and anytime, based on scalability and pay-per-use approach. Examining the factors influencing the decision-makers’ intention towards adopting CC plays an essential role in HEIs. Therefore, this study aimed to understand and predict the key determinants that drive managerial decision-makers’ perspectives for adopting this technology. The data were gathered from 134 institutional managers, involved in the decision making of the institutions. This study applied two analytical approaches, namely variance-based structural equation modeling (i.e., PLS-SEM) and artificial neural network (ANN). First, the PLS-SEM approach has been used for analyzing the proposed model and extracting the significant relationships among the identified factors. The obtained result from PLS-SEM analysis revealed that seven factors were identified as significant in influencing decision-makers’ intention towards adopting CC. Second, the normalized importance among those seven significant predictors was ranked utilizing the ANN. The results of the ANN approach showed that technology readiness is the most important predictor for CC adoption, followed by security and competitive pressure. Finally, this study presented a new and innovative approach for comprehending CC adoption, and the results can be used by decision-makers to develop strategies for adopting CC services in their institutions.

Cloud computing is one of the platforms that drive organisations and users to be better prepared for a simpler computing platform and offers significant benefits to the quality of work. The transition from conventional computing to the virtual world helps organisations to maximise their potential. However, not all users can accept cloud computing adoption. Failure to understand the factors of user's acceptance will negatively impact the organisation's mission of empowering the technology. Therefore, this study proposes to assess to what extent the users are accepting cloud computing. This study adopts the unified theory of acceptance and use of technology (UTAUT) and six technological and human factors assessed for the Malaysian public sectors. Survey data from several ministries were analysed using partial least squaresstructural equation modelling (PLS-SEM). The study found out that performance expectancy, compatibility, security, mobility, information technology (IT) knowledge, and social influence had a significant impact on the user's intention to accept cloud computing. The results of this study contribute to a clear understanding of the factors affecting the Malaysian public sectors about cloud computing.

The Malaysian government has initiated a cloud government project as an integration of cloud computing and unified communication-based applications toward the digital and cloud work environment. However, the impact studies have found that the implementation of this project has several weaknesses such as lack of infrastructure support, weak IT knowledge, and lack of awareness among public sector employees causing applications not to be fully utilized. Therefore, it is crucial to conduct a study to measure the acceptance of government cloud project because there has been much investment in the project. This study applied Unified Theory of Acceptance and Use of Technology (UTAUT), Technology Readiness Index (TRI) and several factors to develop the research model which is divided into two main factors: technological and human. The technological factor might determine the likelihood of its acceptance by the public sector and might stimulate them to accept it. The human factor as the characteristics of the people in the public sector that may contribute to creating the need for and ability to accept cloud computing. This proposed model will be used to evaluate the individual acceptance of cloud computing in the Malaysian public sector. For future work, this model needs to be enriched with interview sessions and quantitative surveys to validate the findings.
