Factors Influencing Post-disaster Reconstruction Project Management for Housing Provision in the Gaza Strip, Occupied Palestinian Territories

Abstract: In the Occupied Palestinian Territories, the Gaza Strip has suffered regular cycles of reconstruction due to systematic destruction during Israeli military operations, as in 2006, 2008-2009, 2012, and 2014. In this context of ongoing conflict this article aims to identify, rank, and discuss the most important factors influencing post-disaster reconstruction project management (PDRPM) for housing in the Gaza Strip. “…The term "management" in the built environment-related profession is mostly associated with project and construction management, which is unable to deal with the complexities and uncertainties of larger reconstruction projects involving non-physical factors/tasks and the management of people. The management of people and organizations is radically different from normal engineering processes, leading to failure (Enshassi et al, 2017). Additionally, Bilau and Witt (2016) identified management issues, which include the quality of human resources, workmanship and management, monitoring and control, coordination and communication and financial management.…”

“…Statistical analysis using SPSS (Statistical Software for Social Science) as well as AMOS (Analysis of Moment of Structures) were deployed to validate the project management success traits and to analyze their influence on project success. This approach of integrating qualitative and quantitative techniques was also found in earlier research that investigated CSFs in disaster-related projects (Choudhary and Mehmood 2013;Ophiyandri et al 2013;Enshassi et al 2017).…”

“…In total, USD 1,864 billion of USD 3,499 billion pledged at the International Conference on Palestine and Reconstructing Gaza in Cairo, Egypt, on 12 October 2014 was disbursed, in a pattern similar to after 2009 (see Table 4). A housing-sector stakeholder survey conducted in 2014 highlights that a low level of funding is the major obstacle to project management; supply chain issues affecting the procurement of material resources ranked second (Enshassi et al, 2017). More than financial shortages, though, resource scarcity has impeded reconstruction.…”
