FAA “Captured?” Is the Federal AviatioAdministration Subject to “Capture” by the Aviation Industry?

Abstract: Both qualitative and quantitative research manuscripts are acceptable. All submissions must be accompanied by a statement that the manuscript has not been previously published and is not under consideration for publication elsewhere.
