Apartments were crucial solutions to provide sufficient dwellings and to improve residential environment quality in the period after the Korean War. Thirty years after the first rush of apartment construction, many of those apartments have been demolished. However, several small-scale apartment complexes or single-building apartments without collective estates were not included in reconstruction efforts due to property, ownership, and reconstruction feasibility issues. Four such apartments remain in the Seoul Station Urban Regeneration Area. Although they are considered severely deteriorated, their architectural, historical, and cultural heritage values warrant inclusion in the Seoul Future Heritage list. From the perspective of urban regeneration, these apartments should be targeted for revitalization not only to preserve their originality but to improve the quality of sustainable building conditions and operations. In this study, we examine Choongjeong Apartment, Hoehyeon Civic Apartment, St.Joseph Apartment, and Seosomun Apartment in terms of balance among six heritage values and their improvement needs, as well as possible revitalization strategies that support sustainable urban regeneration in the area. We argue that their physical conditions can be brought up to applicable building codes, if financial support is forthcoming and numerous decision-makers allow. However, sustainable revitalization of apartments requires examination of factors affecting adaptive reuse. Through a literature and data collection review within an analysis framework, we analyze factors and issues for adaptive reuse of the four apartments. It is expected that the findings of this paper will provide insight into the role of various actors determining and taking actions for strategic physical interventions and change of uses.

Urban regeneration involves the integrated redevelopment of urban deprived areas, covering physical, socio-economic and environmental aspects of cities, and it is concerned with interventions on early/inner-ring suburbs and historic centers, which are under pressure from population growth and sustainable development policies. The planning and management of urban regeneration interventions usually depend on the city and regional context. Although these interventions involve multiple issues and stakeholders, common characteristics can be identified, thus appealing for a holistic vision and coordination among the various dimensions of the problem. Based on the above context, and on the experience from a large-scale urban regeneration project, this article introduces an integrated methodology to support the planning and management of urban regeneration interventions. The methodology proposes a flexible baseline that can be adapted to urban regeneration projects of different contexts and dimensions, and defines steps, the corresponding stakeholders, and the teams’ engagement, in an integrated framework to plan and oversee urban regeneration actions towards more sustainable and resilient interventions.

Contribution of University to Environmental Energy Sustainability in the City

The environmental energy sustainability of universities has aroused great interest in recent years. In this study, environmental impact assessment tools are used to analyse the environmental impacts of the University of the Basque Country (UPV/EHU) since 2015 and to identify reform scenarios to make the university more sustainable. University campuses can be considered to be small cities that impact the environment of the cities where they are located. The environmental impacts of the UPV/EHU Gipuzkoa campus and the impacts on the city of Donostia-San Sebastián in which the university is located are analysed. The environmental impacts are calculated using simulation tools based on three-dimensional models of the university campus and the city. These results are compared with actual impact results from monitoring. The simulation results differ from the monitoring results but provide a rapid determination of the best future scenarios for a more sustainable university by taking the impacts on the city into account. This study enables the university to align its efforts with the Covenant of Mayors for Climate and Energy.
