Abstract: The Allegheny County Sanitary Authority (ALCOSAN) is implementing a regional plan to control Combined Sewer Overflow (CSO) and Sanitary Sewer Overflow (SSO) discharges into receiving water bodies within the greater Pittsburgh region.
