The purpose of the article was to reveal the problematic aspects of the realization of the right to housing by war veterans who participated in counter-terrorism operations / joint operations. I am interested in observing the protection of this right in civil, criminal and executive proceedings based on national and international law. The methodological basis of the study includes general and special methods of scientific research (historical, statistical, formal logic, comparative legal and structural logic). Statistics are given on the number of war veterans (combatants) as of 2019-2020, in the dynamics of providing them a living space in Ukraine during 2015-2020. In addition, the article provides examples of the elimination of conflicts of laws and ambiguous judicial practices of application of civil, family, housing and social law, as well as civil, criminal and executive procedure in the field of exercise of the right to housing by combatants and their families, protection of this right before the courts and execution of decisions in this category of cases. The results of this work can be useful for combatants who need to improve their living conditions, as well as for human rights defenders who help these people.

According to UN estimates, the shortage of safe drinking water can become one of the most acute and pressing problems. The specificity of this problem for Russia is not a shortage of water resources, but their pollution and ongoing degradation of water bodies. The quality of water is understood as the totality of its properties associated with the nature and concentration of impurities in the water. Water analysis is the only tool for monitoring its condition and properties. During the experiment, a team of researchers took samples of drinking water from the water supply network in various districts of the Norilsk industrial region, studied the dependence of the quality characteristics of water on the location and sampling method. Based on the findings, conclusions on the quality of drinking water were drawn. During the experiment, the authors found that in terms of organoleptic indicators, drinking water in all areas of the NIR meets the requirements of Sanitary Rules and Regulations and GOST. Taking samples at three control points of the Norilsk industrial region, it has been proven that the water is soft and its salt content is mainly due to the presence of hardness salts. Having made the necessary analyses, the authors found that the presence of microorganisms in the water supply network of the NIR is not significant, the permanganate oxidisability indicator does not exceed the requirements of Sanitary Rules and Regulations.

The phenomena of elastic aftereffects during loading/unloading of viscoelastic and capillary-porous bodies, relaxation of their stresses is accompanied by the energy accumulation and dissipation to be taken into account in the theory of oscillations which also considers the behavior of materials when the force is applied to them, the elastic aftereffect and stress relaxation forms ostensibly opposite energy processes that’s why the main problem to one is to understand and discovery laws for such aftereffects. The goal of the research to show that the distribution of relaxation time in viscoelastic and capillary-porous media may have a scale-invariant structure and that the indirect confirmation of the scale invariance of relaxation time hierarchy can be the principle of temperature-time superposition according to which the experimental relaxation functions obtained for different temperatures can be combined with each other using the appropriate coordinate axes stretching. We used methods of viscoelastic theory, fractal analysis and methods of mathematical physics. So, in this paper, an attempt has been made to harmonize both these theories and numerous experiments on the destruction of materials described in the academic literature. It is shown that the hierarchy of times determining shear and bulk relaxation in viscoelastic/capillary-porous medium has a fractal structure and it was observed that the presence of time fractality eases the modeling of viscoelastic/capillary-porous bodies resulting in the universal relaxation function of a rather simple kind.
