Newtonian gravity is modified here via Mach's inertia principle (inertia fully governed by universe) and it is generalized to gravitationally quantum bound systems, resulting scale invariant fully relational dynamics (mere ordering upon actual objects), answering to rotation curves and velocity dispersions of the galaxies and clusters (large scale quantum bound systems), successful in all dimensions and scales from particle to the universe. Against the Milgrom's theory, no fundamental acceleration to separate the physical systems to the low and large accelerations, on the contrary the Newtonian regime of HSB galaxies sourced by natural inertia constancy there. All phenomenological paradigms are argued here via Machian modified gravity generalized to quantum gravity, especially Milgrom empirical paradigms and even we have resolved the mystery of missing dark matter in newly discovered Ultra Diffuse Galaxies (UDGs) for potential hollow in host galaxy generated by sub quantum bound system of the globular clusters. Also we see that the strong nuclear force (Yukawa force) is in reality, the enhanced gravity for limitation of the gravitational potential because finite-range of the Compton wavelength of hadronic gravity-carriers in the nucleuses, reasoning to resolve ultimately, one of the biggest questions in the physics, that is, so called the fine structure constant and answering to mysterious saturation features of the nuclear forces and we have resolved also the mystery of the proton stability, reasonable as a quantum micro black hole and the exact calculation of the universe matter. Tully-Fisher and Fabor-Jackson relations and Fish's and Freeman's laws of the constant central gravitational potential and universalization of Baryonic Fish's law are next paradigms argued here. We don't play with mathematical functions to set them with empirical results and we don't simulate the models but the Newton's empirical gravity is returned to its fundamental face logically.

On the fully variable light speed (VSL) universe derived by alliance of Mach inertia principle and Planck's quantized natural units and generalized Minkowski metric, it is extracted the fundamental equation of variable light speed called here Alpha Genesis Prime. Then the fundamental gravity is defined as a vector to justify the light speed variation accordingly. Gravitational vector via a tangential component does set the light speed to be matched with the Alpha Genesis Prime and according to the Pythagorean Theorem; it has also a component normalized to the light velocity. Interestingly by the gravity divided to the tangent and normal components relative to the light velocity we argue the Snell's law of the light refraction and we find that dependency of the refractive index to the volume density is not fundamental but fundamentally the refractive index follows gravitational potential in bound quantum systems. The gravity is enhanced in bound quantum systems extended from Femto-scale (Nucleuses and strong nuclear force), Micro-gravity (fundamental rainbow's gravity), the galaxies and clusters as the large scale bound quantum systems, up to the observable universe which the variable gravitational G is Newtonian (constant G in short cosmic time). The refraction of the light is sourced potentially by Rainbow's gravity in bound quantum systems which the potential integration domain is limited to the wavelength of the photons. Quantum mechanically the photons are force carrier in the range of their wavelength to enhance gravitational G inasmuch as large that atoms to bend the photons similar to enhanced gravity in the nucleuses in the range of hadron wavelengths. Reestablish of the Newtonian mechanics yields to the fundamental gravity which is identical with the refraction of the light and we find that the mechanical potential of the light's refraction is the gravity.

This paper describes an experiment designed to observe potential changes in electromagnetic propagation velocity. It has been widely demonstrated that if the frequency of an electromagnetic wave is fixed, then the associated wavelength is causally related to c. Furthermore, the logical conclusion related to this known association (of frequency, wavelength, and light speed) is that, if the generated frequency during an experiment remains the same, and there is a velocity change in c, there would be causally related expansion or reduction in the associated wavelength. With the use of a Lecher line and a standing electromagnetic wave, the experimenter can measure changes in wavelength by measuring electrical output at an assigned position on a Lecher line. Results of this experiment demonstrated an obvious and experimentally repeatable phase change associated with rotation of the Lecher line. This phase change was demonstrated by a change in electrical output measured at the assigned location on the Lecher line. This experiment was repeated using various frequencies and voltage inputs into the Lecher line with obvious results that demonstrated an anisotropic difference. Further experiments were completed attempting to find an alternative hypothesis for the phase change noted in the original experiment, but these experiments were unable to identify an alternative cause of the phase change and consequently support the hypothesis that the phase change was directly related to anisotropy secondary to a change in the measured wavelength of the electromagnetic wave. Based upon the logical conclusions associated with this experiment and the results obtained, this experiment appears to demonstrate variable speed light. Furthermore, this discovery brings into question the theory that electromagnetic propagation though space is at the constant of c.
