Exploring Transportation Demand Management as a Strategy to Decongest Indian Cities and Improve Mobility

Abstract: Indian cities are known for their notorious traffic congestion and limited mobility. Increasing per capita income and urbanization are further aggravating the already constrained situation and results in hazards like environmental pollution, accidents and health risks. One of the major reasons for the urban congestion problem is the increasing use of private vehicles. This study addresses the problem of congestion by introducing Transportation Demand Management (TDM) strategies. TDM encourages people to shift … Show more

“…Many strategies are part of TDM (Broaddus et al, 2009;Chapter 32: Transportation Demand Management (TDM), 2010;Mittal & Biswas, 2019; Southern California Association of Governments, 2019), is stated that TDM is a series of strategies such as the promotion of alternative modes of transportation, financial and time incentives, dissemination of information and marketing to promote these modes, and support services using alternative modes (US department of Transportation, 1994). Because of the many strategies in TDM, the question is which strategy is the most effective (single strategy) or which combination of strategies can best solve the problem of traffic congestion?…”

“…Traffic congestion in the developing world is increasing rapidly, driven by steadily increasing private transport use (Sperling & Clausen, 2002;Bashingi, Mostafa, & Das, 2020) that is linked to economic growth and urbanization occurring particularly quickly in developing countries (Rehana Shrestha et al, 2013). The increased use of private vehicles is also escalating energy consumption and carbon emissions in developing countries (Mittal & Biswas, 2019).…”

“…In the sociological model, potential car owners consider the car an essential contributor to daily tasks, making the decision to own and use a private car a function of utility rather than status. This perception of the car as an essential tool is reinforced by two aspects particular to developing countries: firstly the lack of alternative public transport options that are competitive in both efficiency and convenience to cover the vast distances typically travelled in developing country cities; and secondly, urban and transport policies, resulting from capitalist modernization pressure, that have shaped urban space promoting private vehicle use over public transport (Mittal & Biswas, 2019) (A.Vasconcellos, 1997). According to this model, urban form can perpetuate or mitigate dependence on private vehicles by the growing middle-class in developing countries.…”

“…On one hand, it boosts the overall development and general welfare of the people (Diaz-Sarachaga et al , 2018) by providing accessibility to jobs and goods and services, linking communities, improving social prosperity and elevating economic progress (Malayath and Verma, 2013). On the other hand, it is one of the major and growing contributors of environmental pollution (WHO, 2016; Danish et al , 2019), every year nearly 1.35 million people lose their lives in road traffic crashes alone (WHO, 2018), land-use issues are worsening (Qureshi and Huapu, 2007) and there are huge economic losses associated with it due to congestion, accidents, repair and maintenance (Verma et al , 2015; Mittal and Biswas, 2019). This demands optimization of the transportation system with an integrated approach such that the detrimental effects are minimized while positive impacts are maximized.…”
