Exploring the Vocational Rehabilitation Acceptance Rates for Hispanics Versus Non-Hispanics in the United States

Abstract: Compared with other ethnic minorities in the United States, numbers for the Hispanic population are significantly escalating. In the study described here, a chi-square test of proportions was used to examine the vocational rehabilitation (VR) acceptance rates among Hispanics and non-Hispanics. The test statistic revealed a statistically significant difference between race/ethnicity and VR acceptance. In particular, Hispanics are more likely to be accepted for VR services than are non-Hispanics in the United St… Show more

“…In fact, racial minorities tend to experience more problems than their Cau-casian counterparts at every step in the VR process [3]. Compared to Caucasians, minority VR applicants are more likely to be screened out before receiving VR services [3], and thus are less likely to be accepted for VR services [8,10,[31][32][33]. Furthermore, if found eligible for services, minorities are less likely than Caucasians to be rehabilitated [3].…”

These service providers are key support professionals in helping to overcome severe SCI.…”

“…For example, VR acceptance rates for black applicants are consistently lower than acceptance rates for white applicants, with no differences observed for American Indian applicants compared to whites and mixed results for Asians and Pacific Islanders [1,19,20]. Hispanic acceptance rates are similar to those of non-Hispanic whites [1], though when compared to all non-Hispanics, Hispanics have higher acceptance rates for VR services [21]. Other research using RSA-911 data has focused on acceptance rates, service patterns, and outcomes for specific populations with disabilities, such as legally blind and visually impaired individuals [4] and those with traumatic brain injuries [2,3].…”

“…VR disparities in access to services, quality of services and outcomes for individuals from minority backgrounds have been documented in previous research (e.g., Alston, Harley & Middleton, 2006;Wilson, Harley & Alston, 2001;Wilson & Senices, 2005). Tay- lor-Ritzler et al (2010) argued that with few exceptions (see Wheaton, 1995;Whitfield, Venable, & Broussard, 2010;Wilson, 1999), when compared to White consumers, ethnic minorities are significantly less likely to be accepted for services or to obtain gainful employment and when employed, they earn less income than Whites.…”
