As governments promote greatly the Public Private Partnerships (PPPs) to develop the Public Rental Housing (PRH) projects, the effective and efficient operation performance measurement should be pivotal for ensuring the success and sustainable development of these projects. Thus, this paper investigated operation performance indicators (OPIs) and measured the performance level of PRH PPP projects by fuzzy-analytic hierarchy process (AHP) comprehensive evaluation (FACE) method. Four important aspects of PRH PPP projects related to the operation performance and an evaluation indicator system of 21 OPIs from these four aspects were developed, the weights of which were calculated by using the AHP method. Based on fuzzy mathematics and the expert evaluation method, all the OPIs were quantitatively graded according to five ranks of evaluation criteria. Membership functions, weights of OPIs, and maximum membership degree principle were utilized to establish a multi-level FACE model for operation performance measurement of PRH PPP projects. One PRH PPP project of Nanjing, Jiangsu Province in China was chosen as the case study. Evaluation results were derived from the proposed model, and they generally conform to the actual situation. This study provides an effective operation performance measurement framework for PRH PPPs projects.

Migrant workers' buying houses in cities can not only help to reduce the number of unsold houses but also improve the efficiency of the use of rural residential lands. A framework is constructed to study how individual resource endowment and the compensation policy of quitting rural residential land act on migrant workers' willingness to buy houses in cities. The paper adopts the logistic regression model with the data collected from 410 migrant workers in Xi'an. The results can be drawn as follows: firstly, migrant workers' desire for buying houses in cities has a close relationship with their individual resource endowment; secondly, there is a gap between the existing compensation policy and migrant workers' actual preference for the compensation policies. Thirdly, the existing compensation policy cannot fully exert its impact. As a result, when migrant workers are allowed to choose their most preferred policies in light of their own conditions, both the policy and resource effect will become more remarked. Thus, the design of compensation policies for quitting rural residential land should take full account of migrant workers' individual resource endowments in order to provide them with selective compensation mechanisms. The conclusion provides a policy reference for cities where the house prices are close to that of Xi'an (11,000 yuan/square m).

Investment Valuation Model of Public Rental Housing PPP Project for Private Sector: A Real Option Perspective

Public rental housing (PRH) in China is mainly invested by the government at present. The huge capital demand brings it great pressure and a series of problems appear meanwhile. Public–private partnership (PPP) has been regarded as a way to solve the funding dilemma of PRH. However, the PRH project is not attractive for the private sector since the expected profit seems unsatisfactory based on traditional valuation methods. To improve this situation, this paper proposed an investment valuation model from a real option perspective. For the private sector, three types of options, including deferral option, abandonment option, and expansion option, were identified during the concession period of a PRH PPP project. On this basis, a two-stage binomial tree model was constructed for estimating the investment value. Then, the proposed model was tested in a hypothetical example of a typical PRH PPP project in Chongqing, China. The result shows that great potential value can be excavated through flexible strategies and adaption to uncertainties. This paper provides a deep analysis on the gaps of the real option application in public housing investment assessment, which is meaningful for improving the supply efficiency and financial sustainability of PRH.
