Building construction accounts for a significant proportion of global greenhouse gas emissions, raw material extraction, and waste production. Applying circular economy (CE) principles in the building construction industry would considerably reduce these values. However, uptake by the industry is relatively slow, which is largely attributed to sectoral barriers, including limitations in knowledge and experience. This review paper aims to assess and contribute to diminishing these obstacles by offering a comprehensive review of circular material usage principles and strategies within the construction sector. Opportunities and facilitators of change are also presented, including innovations and emerging technologies in recycling, digitization, robotic systems, novel materials, and processing. Finally, four case studies demonstrate the application of circular theory via a novel block system, recycled aggregate, modular kitchen reuse, and an energy efficiency retrofit. The conclusions show that future efforts should prioritize the development of strong regulatory frameworks, awareness initiatives, and international cooperation. In this regard, the integration of technological advancements, such as AI, robotics, and blockchain, is essential for optimizing waste management efficiency. Furthermore, education on circular practices plays a critical role. Through global collaboration, standardizing circular construction approaches can promote a more sustainable and resilient building construction industry.

Relationship management is critical in public–private partnership (PPP), especially when the PPP concept is adopted to build community flood disaster resilience. In this regard, this study aims to conduct a systematic review to explore the relationship management strategies for using public–private partnership to build community flood disaster resilience. A systematic literature review was conducted to retrieve relevant publications related to the subject area. Through a thorough three-stage search using Scopus, a total of twenty-nine relevant journal articles were selected for analysis. From the review, a total of twenty-eight individual relationship management strategies for building community flood disaster resilience using PPP were derived. These strategies were put into six categories based on their individual meaning and relation to other factors; these include effective communication, legal and coordination, knowledge co-production, monitoring and evaluation, social initiatives, and consistent funding. Further, a conceptual framework was developed using a meta-governance approach, in which a four-step process is proposed to make the derived relationship management strategies actionable. The outputs of this study will be impactful for future empirical investigations on the use of PPP in building flood resilience.

Terrorism has become a significant concern throughout the world. This concern is supported by the increasing use of the internet, which has triggered an increase in cyberattacks. This research aims to determine the role of governance in counter-cyber terrorism. The normative legal methodology utilized in this study results from an exhaustive literature evaluation. This research shows that the government's role is needed to counter cyber terrorism. Although the Indonesian government has initiated a national cybersecurity strategy and implemented short-term and long-term programs, some obstacles and challenges hinder its implementation. The ITE Law has encouraged Indonesia to establish policies and regulations regarding information security. There have yet to be any regulations regarding cyber-attacks to counter cyber terrorism. Various institutions with common interests in national defense and security, including the cyber domain, must collaborate with BSSN. Other government agencies that depend on each other include the TNI, Polri, Ministry of Defense, BIN, and Ministry of Communication and Information. Apart from that, governance is also needed, including international organizations, several non-governmental organizations (NGOs), government and private governance, and several other components.
